Regional Committees
Since HB 2278 calls for allocating a percentage of the funds by region, the OTC will also solicit recommendations from the state’s Area Commissions on Transportation. Because the Portland metro area does not have an ACT, the OTC convened and solicited recommendations from a specially created Portland area committee.
Information about ACTs is posted on the ACT Web page. The ACTs ConnectOregon II related meetings happened in March and April.
The Region 1 special review committee and Super ACTs met in April. (Super ACTs are representatives from each region's Area Commissions on Transportation.)

| Modal and regional committee review matrices |

Connect Oregon II applications have been reviewed by modal and regional committeess. Each committee completed a review matrix. These recommendations have been forwarded to the Final Review Committee. The Final Review Committee used the matrices as they reviewed the applications and developed their final recommendation to the Oregon Transportation Commission on which applications should be selected for funding.

Overview
The OTC convened a Final Review Committee composed of representatives from the State Aviation Board, Freight Advisory Committee, Public Transit Advisory Committee, Rail Advisory Committee, Marine Project and Planning Advisory Committee, the ACTs and the Portland area committee.
The Final Review Committee prioritized all the projects and created one draft list of projects for the Oregon Transportation Commission to review and take public comment on. The Commission made their final selection on June 20, 2008.
Meetings
The Final Review Committee met April 29-30 at the Holiday Inn at the Portland Airport.
