H-1B Technical Skills Training Grants: New Solicitation Announced
In the December 14 FEDERAL REGISTER, ETA announced the availability of grant funds for skills training programs for unemploymed and employed workers. These grants are financed by a user fee paid by employers to bring foreign workers into the U.S. under a new H-1B nonimmigrant visa or visa renewal. Approximately $20 million will be available for funding projects under this solicitation, with six to 16 projects to be selected for funding. Applications for grant awards will be immediately accepted. Closing data for applications will be February 12. Eligible applicants, key principles supporting these grants-in-aid for skills training, full details on submission requirements, statement of work, reporting requirements, and rating criteria can be found in the solicitation.

H-1B Technical Skills Training Grants Awarded
On December 11, U.S. Secretary of Labor Elaine L. Chao announced the latest round of awards totaling over $24 million under the H-1B Technical Skills Training grant program. The grants were awarded to local communities to provide high-level training to employed and unemployed workers for jobs in occupations where skills shortages exist. These H-1B Technical Skills Training grants are supported by user fees paid by employers seeking high skilled foreign workers under the H-1B visa program. The goal of the training grants is to prepare Americans for these same high skill jobs, reducing the dependence on foreign labor.

OMB Seeks Comments on Executive Order 13166
The Office of Management and Budget (OMB) is requesting information that will inform the development of an assessment of the costs and benefits associated with the implementation of Executive Order 13166. This Order. issued in August of 2000, is designed to ensure that persons with limited English proficiency (LEP) have adequate access to federally funded services, consistent with Title VI of the Civil Rights Act, which prohibits discrimination based on national origin. Comments are due by December 31. .

Technology Opportunities Program (TOP) Competition Announced
Congress has appropriated $12.4 million for grants through the Commerce Departments Technology Opportunities Program (TOP) for Fiscal Year 2002. The TOPs Notice of Solicitation of Grant Applications was released today (December 6, 2001).

The Application Kit for FY 2002, including Notice and Guidelines, provides information on the program, rules for applying, suggestions for preparing an application, and the standard forms eligible organizations need to prepare a TOP application. The deadline for applications is March 21, 2002.

TEGL 7-01: WIASRD and Annual Report Submission Guidance
TEGL 7-01, dated November 25, transmits guidance and instruction to the grantees for submitting state performance reports required under the Act. Final submissions are due by December 1, 2001. Contents of these reports will be shared with the appropriate Congressional committees and the public in both print format and website.

TEGL 14-00, Change 1: WIA Management and Reporting System
Change 1 to TEGL 14-00 (November 19, 2001) provides revisions and clarification to technical guidance previously issued to states for reporting participant data required under Title 1B of the Workforce Investment Act. Change 1 discusses modifications to the WIASRD, quarterly report, narrative portions of the annual report, and performance outcome verification.

HUD Announces $1 Billion in Grants for Services to Homeless
The Department of Housing and Urban Development announced on November 20 that more than 2,500 individual projects -- over 90 percent of which are administered by non-profit organizations -- will receive Continuum of Care funding. More than 1,300 projects will serve homeless veterans. More than 400 projects, awarded a total of $133 million, will be operated by faith-based organizations. In addition to providing transitional and permanent housing opportunities, these HUD Continuum of Care grants fund supportive services including job training, health care, mental health counseling, substance abuse treatment, child care and living skills training.

Workforce Information System Plan Available
The Secretary of Labors Workforce Information System plan for 2001 is now available on-line. The plan -- developed by the Workforce Information Council -- identifies three priority areas for action to improve the nationwide system that serves a wide range of customers:
1. Strengthen Customer Feedback for Continuous Improvement
2. Work to Fill Critical Data Gaps
3. Improve Workforce Information Analysis and Delivery.
The plan includes 15 Action Steps to achieve progress on these priorities. Work on most of these action steps is underway.

Eligibility for Disaster Unemployment Assistance
ETA has issued an interim final rule, effective upon publication, to clarify eligibility for disaster unemployment assistance (DUA) in the wake of the major disasters declared as a result of the terrorist attacks of September 11, 2001. To provide an opportunity for public participation in this emergency rulemaking, this interim final rule includes a post-publication comment period. ETA will publish a final rule after taking into account any comments that are received.

Disability Employment Competitive Grant Funding Opportunities Announced
ETA has announced the availability of approximately $6 million in competitive grant funds for multi-state employment and training projects serving people with disabilities. This skill training grant program is funded using Workforce Investment Act Title I, section 171 funds and targets projects providing multi-site training and other employment services to individuals with disabilities that result in long-term, unsubsidized employment. The closing date for receipt of applications under this announcement is December 21, 2001. 2001 National Customer Service Awards
The Department of Labor - National Association of State Workforce Agencies 2001 National Customer Service Awards are designed to (1) recognize successful, innovative State and local achievement and the staff who provides high-quality services to customers, (2) identify State and local initiatives on which to model and develop national programs, (3) and publicize outstanding State and local projects and activities that effectively respond to critical workforce security and development issues. Opportunity to Comment on Reauthorized TANF
The Department of Health and Human Services (HHS) is currently conducting five regional meetings with key officials from each state to receive input as the Admiistration considers its TANF reauthorization proposal. In the October 17 FEDERAL REGISTER, HHS announced that stakeholders and the public have an opportunity to comment as well. Department of Veterans Affairs - Goodwill Partnership
Veterans who need job training and placement will have new opportunities to enter the workforce under a national agreement announced this week between the Department of Veterans Affairs (VA) and Goodwill Industries International, Inc. Under the new program, called Transitional Work Experience (TWE), participating local Goodwill Industries agencies will hire formerly homeless veterans, as well as veterans participating in VA`s mental health programs, who are enrolled in VA`s Compensated Work Therapy (CWT) programs.

America's Literacy Directory
Several partners -- the National Institute for Literacy (NIFL), the Department of Labor, the Department of Education, and Verizon -- have recently launched America`s Literacy Directory, an Internet-based compendium of literacy programs available in every state and territory. The Literacy Directory strengthens the link between literacy services and job training programs allowing staff in respective programs to access to the same current information.

FY 2001 Supplemental Spending Bill Rescission and Funding Guidance Released
On Thursday, August 16, ETA released guidance to the workforce system on how they plan to implement the $110 million rescission in dislocated worker funds and the addition of $25 million in youth formula grant funds that were included in the FY 2001 supplemental spending bill. Getting Back to Work: Ex-offender Employment Strategies

Atlanta, Georgia September 14, 2001, 9:00 am-4:00 pm

How well are you serving ex-offenders in your program? Nearly six million people are currently in the criminal justice system, and 600,000 will be released from prison this year to return home. Many workforce development organizations are already serving ex-offenders in their programs, and seek strategies to improve their services to these individuals.
Practitioners who have helped ex-offenders find success in the labor market emphasize the following:
-Immediate income for participants combined with hard and soft skills training.
-Continuity of pre- and post-release services.
-Strong relationships with employers.

Presenters will include representatives from the Center for Employment Opportunities, the Legal Action Center, and the Charles Stewart Mott Foundation.

Emily DeRocco Confirmed as ETA Assistant Secretary
On August 2nd, 2001 the Senate Health, Education, Labor and Pensions Committee approved/reported out the nomination of Emily Stover DeRocco for ETA Assistant Secretary. On August 3rd, the full Senate approved the nomination.
DeRocco is the first woman ever to hold the position of ETA Assistant Secretary.

One-Stop Promising Practices Catalogued
The Heldrich Center at Rutgers University has compiled some of its research on `promising practices` in One-Stop Centers across the nation. Reports on practices -- from resource room management to ITA`s to industry cluster strategies -- are available on thirteen jurisdictions in California (2), Connecticut, Illinois, Kentucky, Massachusetts, New York, Ohio, Oklahoma, Tennesee, Texas, Vermont and Wisconsin.

Community Technology Centers
The U.S. Department of Education`s Community Technology Centers (CTCs) aim to promote the development of model programs that demonstrate the educational effectiveness of technology in urban and rural areas and economically distressed communities. SRI International recently produced a series of six CTC `case studies.` Each study describes the community served by the grantee`s centers, the organization of educational programs, staffing and professional development patterns, partnerships that centers have developed with other organizations in their communities, and the challenges faced by centers in start-up and program implementation. Academic enrichment and job training are addressed in several of these studies.

New Round Opened for Empowerment Zone Designation
The Community Renewal Tax Relief Act of 2000 authorizes the designation of nine Round III Empowerment Zones (EZs). Seven of the Round III EZs are to be designated in urban areas by the Secretary of HUD. The remaining two Round III EZs are to be designated in rural areas by the Secretary of Agriculture. In the July 19 FEDERAL REGISTER, HUD invited applications for designation of nominated areas as EZ's. Unlike the differences in Round I and Round II, the eligibility and selection criteria for the Round III EZs are the same as the criteria that applied to the Round II EZs. Completed applications must be submitted no later than September 28, 2001. WIA Performance Accountability and Reporting Under Title 1B
The Performance Team has completed training on WIA Performance Accountability and Reporting Under Title 1B. Training was provided to over 500 Local, State, Regional, and National Office staff. Follow the title link to view the presentations given by your WIA Performance Team during this roadshow.

Some upcoming events your Performance Team will be involved in include Peer-to-Peers conducted by many Regions for their State staff responsible for putting together the Annual Reports. Please note that Annual Reports are due from States by December 1st. The Performance Team will hold stakeholder consultations on additional measures and renegotiation strategies which will begin in September 2001.

Model Demonstration Programs to Serve Youth with Disabilities
The Department`s Office of Disability Employment Policy (ODEP) has announced in the July 30 FEDERAL REGISTER the availability of $3.5 million to award competitive grants to fund model demonstration programs designed to enhance the capacity of youth programs to serve youth with disabilities. Up to nine competitive grants will be awarded in the range of $350,000 to $500,000. These awards are for a two-year period of performance. All youth service applicants, other than 501(c)(4) entities,are eligible to apply. The closing date is August 29.

System-Building Grant Opportunities Announced
The Department's Office of Disability Employment Policy (ODEP) announced the availability of two system-building grant opportunities in the July 20 FEDERAL REGISTER.
1. Customized Employment Grant Program for People with Disabilities A total of $3.5 million is available to award up to seven competitive grants for strategic planning and implementation activities designed to improve the employment and career advancement of people with disabilities through enhanced availability and provision of customized employment services through the One-Stop delivery system. Local boards are eligible to apply. Closing date: August 20.
2. High School/High Tech Start-Up Program for Youths with Disabilities A total of $400,000 is available to award eight competitive grants in the amount of $50,000 each. Local boards -- as well as not-for-profit organizations established under section 501(c)(3) of the Internal Revenue Code. public secondary educational institutions; Job Corps centers (no fee/profit allowed), and local government entities -- are eligible to apply.

Tech-Prep Demonstration Competitive Grants
On July 9, 2001, the Office of Vocational and Adult Education within the Department of Education announced the availability of $5 million in FY 2001 funds for competitive grants to local Tech-Prep consortia under the Tech-Prep Demonstration Program.

Authorized by section 207 of the 1998 Carl D. Perkins Act, the funds were appropriated to enable eligible consortia to carry out tech-prep education projects that involve the co-location of a secondary school on the site of a community college, a business as a member of the consortium, and the voluntary participation of secondary school students. All TPDP projects must fully implement the core requirements of Tech-Prep Education under Title II of the Perkins Act.

OVAE has estimated that 10 grants will be awarded, ranging from $400,000 to $600,000 for a 36-month project period, with an average size of $500,000. The deadline for applications is September 17, 2001.

New Financial Education Resources for One-Stops - The Money Smart Initiative
Financial education is essential for enabling low-income persons to enter the financial mainstream and achieve economic self-sufficiency. The Federal Deposit Insurance Corporation (FDIC) and the Department of Labor, Employment and Training Administration are implementing a joint initiative to offer basic financial education to participants of Welfare-to-Work and Workforce Investment Act programs nationwide. Products of this project include: - Money Smart, a financial education curriculum developed by FDIC. - Teaching Dollars & Sense: Implementing Financial Education in a One-Stop Setting, a how-to booklet from the ETA Division of Welfare-to-Work.

The 2001 AACC/DOL Workforce Development Awards
The American Association of Community Colleges (AACC) and the Department of Labor each year recognize exemplary community college leadership and partnership in local workforce development systems as well as innovative workforce programs offered by colleges. This year`s awardees will be formally recognized at an awards ceremony in Baltimore, Maryland on July 15 before the start of JETT*CON 2001.

Young Offender Initiative Grants Satellite Broadcast July 12
On Thursday, July 12, 2001, from 1-4:30 PM EDT, the Departments of Labor, Justice, and Health and Human Services will host a national satellite broadcast on two Young Offender Initiative grants announced on June 1. The deadline for applications is October 1, 2001.

The broadcast will review two current funding opportunities and take questions via phone, fax and e-mail. The solicitations include: (1) Young Offender Initiative: Reentry Grant Program and (2) Young Offender Initiative: Demonstration Grant Program. 35 Communities to Receive Youth Opportunity Funds
Secretary of Labor Elaine L. Chao announced on June 25 that the Department has awarded 35 communities with $204 million to continue successful local outreach programs for at-risk youth. At the annual meeting of the U.S. Conference of Mayors, the Secretary noted that "these grants are early intervention funds to build our 21st century workforce."

Youth Offender Initiative: Reentry Grant Program
The Departments of Labor, Justice, and Health and Human Services are requesting applications for the Young Offender Initiative: Reentry Grant Program to enhance community safety through the successful reintegration to the community of offenders ages 14 to 35, who have been confined for a minimum of 12 consecutive months for adults or 6 consecutive months for juveniles, through a coordinated and comprehensive continuum of supervision, programs, and services.

Approximately $79 million is available to fund approximately 25 grants of up to $3.1 million each to applicants that demonstrate a collaborative effort and broad-based community support. Applications must be received by October 1, 2001, by 5:30 p.m.

Labor Exchange Performance Measurement System
ETA announced on May 31 in the FEDERAL REGISTER the establishment of final performance measures for the public labor exchange administered as part of the One-Stop delivery systems of the States. These performance measures were established based on comments received in response to proposed labor exchange performance measures previously published in the Federal Register.

Resource Sharing and Cost Allocation Methodologies
Through the May 31 FEDERAL REGISTER, ETA provides guidance on resource sharing methodologies for the shared costs of a One-Stop service delivery system, which is required to be established under the Workforce Investment Act of 1998 (WIA) for a number of Federal employment and training programs. The guidance has been revised, in part, based on the comments received on the notice published in the Federal Register on June 27, 2000.

In order to effectively present this concept, this document discusses the two distinctly different concepts of cost allocation and resource sharing. ETA anticipates that the primary users of this guidance will be the financial and accounting staff, as well as auditors, of the One-Stop partner programs and the One-Stop operators. The guidance should also provide program operators and others with a fuller understanding of cost allocation principles and possible ways through which each partner program can pay for its fair share of common One-Stop costs.

Beyond Work First: How to Help Hard-to-Employ Individuals Get Jobs and Succeed in the Workforce
Despite a strong economy and the efforts of welfare-to-work and workforce development programs, many families have not yet made a successful transition from welfare to work, and others who have not been on welfare are having difficulties finding work. For some of these families, a host of complex problems play a part, including substance abuse, domestic violence, and physical, mental, and learning disabilities. This "how-to" guide presents promising practices for identifying and assisting these hard-to-employ people by distilling information and lessons from relevant research and the experiences of rehabilitation, clinical treatment, and welfare-to-work providers.

E-Gov 2001 Recognizes Career Kit Tools
E-Gov 2001, the International Electronic Government Conference and Exposition, recently announced that 20 government agencies will receive "Pioneer Awards" for best practices in E-Government. The Employment and Training Administration and its State partners (Minnesota and New York) are extremely pleased to be formally recognized by the selection committee for the various tools in America's Career Kit. The winning programs were selected from a competitive field of nearly 300 nominations from government organizations at the federal, state, and local levels, as well as a number of international submissions. The Career Kit and the other winning applications will be formally recognized on July 10 - 11 in Washington, D.C. during the E-Gov 2001 Exposition.

O*NET Career Exploration Tools Now Available
Printed versions of two new self-assessment career-exploration tools, the Interest Profiler and Work Importance Locator are now on sale from the Government Printing Office. These tools help individuals identify their work-related interests and what they consider important on the job, in order to explore the occupations that relate most closely to those attributes. Users of the tools may link directly to the more than 900 occupations in the Ocupational Information Network (O*NET tm) database through O*NET OnLine, as well as information in America's Career Kit. The new assessment instruments will directly support WIA service providers to assist individuals who are exploring career options.

Jobline® delivers information about available employment opportunities to anyone who calls the system from a touchtone telephone. The service is available now in many States and will be available nationwide by June 30. Jobline® is a free public service provided by state agencies with assistance from the National Federation of the Blind and the United States Department of Labor. This service is available on the telephone, 24 hours a day, 7 days a week. New jobs are listed on the system each day, and jobs that are filled are removed. All that is required is a touch-tone telephone to establish your personalized job-search profile. Information about calling the system is provided by job-service representatives or job-placement counselors.

"Tools of the Trade: Learning Resources for Workforce Professionals" features a specialty database with information about training seminars, curricula, and other capacity-building resources to help workforce professionals do their jobs well. Users of Tools of the Trade can quickly find what they are looking for by searching for keywords or choosing from a list of 28 subject areas or 13 areas of One-Stop center competencies. They can also get information about six currently available sets of competencies as well as about certifications, associations and events relevant to workforce development professionals.

Welfare-to-Work Updates
OMB has approved the revised WtW reporting package, which will be in effect for the quarter ending June 30, 2001 (i.e., April 1, 2001 through June 30, 2001). The revised package streamlines financial reporting, incorporates the eligibility categories created by the 1999 Amendments, and includes line items for reporting participant characteristics data.

Youth Development Practitioner Apprenticeship Competitive Grants
The April 4 FEDERAL REGISTER announced competitive grants to be awarded under the Youth Development Practitioner Apprenticeship initiative. This initiative targets incumbent and prospective professional youth workers working directly with young people. The funding available for these grants is $1.45 million dollars and includes three distinct categories for application and award. The closing date for applications is May 11.

Congratulations to the LWIB-Local Workforce Investment Board - of Northern Virginia which has certified its first One-Stop Center in Falls Church, VA. The Falls Church Skill Source Center is a full service one-stop center that was certified by the Operations Committee of the Northern Virginia Workforce Investment Board on January 29, 2001 after an intensive application and review process following the Malcolm Baldrige criteria.

Joint DOL/EDU Memo: Application of FERPA to Reporting for Eligible Training Providers under Title I of WIA
The purpose of this memorandum is to address concerns that have been raised by some States regarding the effect of the Family Educational Rights and Privacy Act (FERPA) on the administration of the eligible training provider provisions of the Workforce Investment Act of 1998 (WIA). As this memorandum describes, the performance information required under section 122 may be obtained by entities administering WIA in a manner that is consistent with the requirements of FERPA.

Welfare-to-Work (WtW) Grants; Final Rule; Interim Final Rule
The Department of Labor (the Department) hereby issues a Final Rule implementing the Welfare-to-Work (WtW) grant provisions of Title IV, Part A of the Social Security Act. In addition, the Department hereby issues a new Interim Final Rule (IFR2) implementing the Welfare-to-Work and Child Support Amendments of 1999 (1999 Amendments) which Congress passed on November 29, 1999 with the Administration`s support. So that all new changes to the WtW regulations are contained in one place, we are publishing the Final Rule and IFR2 in one package. In addition, the DOL/HHS/Education Appropriations Act FY 2001 is amended to extend the time period for WtW activity for two program years.

O*NET Announces New Career Assessment and Exploration Tools to Aid Job Seekers
The U.S. Department of Labor's Occupational Information Network team has designed a set of self-directed assessment and career exploration tools to help workers consider and plan career options, preparation, and transitions more effectively. They also are designed for use by students who are exploring the school to work transition. The tools, which will be available in early 2001, may be obtained through government agencies and through private sources who wish to incorporate them into the various career-guidance products they market.

EPA Grants for Environmental Job Training
On December 21, 2000, the Environmental Protection Agency awarded a total of $1.8 million in grants to provide environmental job training at brownfields sites. Since the job training program was started in 1998, more than 540 local workers have been trained in 20 states and Puerto Rico.

The job training grants, totaling $200,000 each, are used to implement environmental training programs for the creation of workforce development programs to teach job skills in the field of environmental cleanup to individuals living in low income areas in the vicinity of brownfields sites. The majority of participants who successfully complete the training program go on to pursue careers with environmental firms and organizations.
