UIPL No. 11-01: Use of AWN Logo for UI Grantees

Usworkforce has a new feature: a ListServ. A listserv is an automated email system that sends news items to members of the list. Reports on Welfare Time Limits from MDRC
The Family Transition Program: Final Report on Florida's Initial Time-Limited Welfare Program

Florida`s Family Transition Program (FTP), a pilot program in Escambia County (Pensacola) that was launched more than two years before the landmark 1996 federal welfare law, has provided some of the first hard evidence about one of the most dramatic recent changes in welfare policy: the imposition of time limits on receipt of cash welfare assistance. This six-year study by MDRC concluded that the Florida program increased employment and substantially reduced long-term welfare receipt, and did not find evidence that the program caused severe hardships. But the study also notes that the pilot operated under very favorable circumstances and cautions that time limits might produce different effects elsewhere.

Labor Surplus Area Classifications for Fiscal Year 2001
The annual list of Labor Surplus Area Classifications for FY 2001 are in effect from October 1, 2000 through September 30, 2001, except for the State of Michigan. For Michigan, the FY 2000 Labor Surplus Area Classification effective October 1, 1999, remains in effect temporarily pending receipt of revised data for that State. FY 2001 Labor Surplus Area classification for Michigan will be issued at a later date pending receipt of revised workforce data from the State.

Older Americans Act Amendments of 2000
This bipartisan legislation reauthorizes and amends the Senior Community Service Employment Program authorized under Title V. It also has several enhancements or reforms. First, a performance accountability system is established. Second, the Amendments also strengthen the linkage of SCSEP with the broader workforce investment system. Third, the Amendments improve States` ability to coordinate services to participants by enhancing the planning process relating to SCSEP programs.

TEIN No. 7-00: Use of America's Workforce Network (AWN) Logo
ETA has recently issued a Training and Employment Information Notice announcing the use of the America`s Workforce Network logo. America`s Workforce Network is the name for the nationwide system that provides the information and services necessary to help workers manage their careers and employers find skilled workers. The Network is a partnership among Federal, State, and local governments, the private sector, labor organizations, educational institutions, and community- and faith-based organizations that provide accessible and consistently available services.

Two New Grants to Address Skill Shortages in Workforce
Third round of demonstration grants funded through H1-B visa program
The U.S. Department of Labor today (October 20) launched a third round of demonstration grants to fund high-skill training for American workers in areas where companies are facing labor shortages.

High-skill grants to minority colleges and universities
The U.S. Department of Labor is awarding more than $14 million in grants today (October 20) to enable 13 minority colleges and universities to develop new systems to train workers for high-skill jobs in areas where companies are facing labor shortages.

Grant Opportunity for Local Areas to Implement Individual Training Account (ITA) Approaches through the ITA Experiment
On Sept. 13, the U.S. Department of Labor, ETA, announced new grants totaling approximately $4.5 million. Approximately six grants will be awarded to local Workforce Investment Boards (Local Boards). Each grant award is estimated at $750,000. The purpose of this effort is to provide better information to State and local administrators as they determine the roles of counselors in the management of participant choices in ITAs; plan the allocation of staff and training resources to best meet their objectives; and strive for the continuous improvement of services under the Workforce Investment Act.

Evaluating Alternative Welfare-to-Work Approaches: Two-Year Impacts for Eleven Programs The National Evaluation of Welfare-to-Work Strategies (NEWWS)

To meet the new challenges of the federal welfare legislation, state and local administrators and policy makers need to know about the types of welfare-to-work program approaches that can quickly move substantial numbers of people into work and off welfare. This report provides such guidance, by analyzing the effectiveness of 11 mandatory welfare-to-work programs operated in seven locales.

So I Made Up My Mind: Introducing a Study of Adult Learner Persistence in Library Literacy Programs

The evaluation of the Literacy in Libraries Across America (LILAA) initiative, which is introduced in this overview, is an important new research project for MDRC. It continues our work in adult literacy - a research area of growing significance.

State Negotiated Levels of Performance for Program Year 2000
Section 136(b)(3)(A)(iii) of the Workforce Investment Act requires the Secretary of Labor and each Governor to reach agreement on the expected levels of performance on the core measures and the customer satisfaction indicators for the first 3 programs of WIA. Attached are the State negotiated performance levels for Program Year 2000 which is the first year of performance for most States.

Please note the reported State negotiated levels of performance may vary considerably at times, depending on various factors taken into account during the negotiations process. These factors include differences in economic conditions, the characteristics of participants when the participants entered the program, and the services to be provided. Consequently, caution should be used in any comparisons of negotiated levels of performance between States.

Workforce Investment Act Final Regulations, August 11, 2000
The Department of Labor (DOL) is issuing a Final Rule implementing provisions of titles I, III and V of the Workforce Investment Act. Through these regulations, the Department implements major reforms of the nation`s job training system and provides guidance for statewide and local workforce investment systems that increase the employment, retention and earnings of participants, and increase occupational skill attainment by participants, and as a result, improve the quality of the workforce, reduce welfare dependency, and enhance the productivity and competitiveness of the Nation.

Contingency Planning Options for State Plans under the Workforce Investment Act of 1998
This guidance letter outlines the steps to be taken in the event that a State is not prepared to fully implement the required provisions for the Workforce Investment Act by July 1, 2000 - the date which JTPA will be repealed. State and local governments will be able to craft job training programs to meet identified needs within their own economies. Local workforce investment services are to be provided through One-Stop delivery systems that will have the ability to respond to changing economic conditions within each local workforce investment area. The TEIN provides information to assist One-Stop service delivery systems in developing accessible infrastructures and programmatic access for people with disabilities.

TEIN 18-99: Ticket to Work and the Work Incentives Improvement Act of 1999
On December 17, 1999, President Clinton signed into law the Ticket to Work and Work Incentives Improvement Act (TWWIIA) of 1999 or PL. 106-170. The new law focuses on increasing access to health care, as well as employment, training and rehabilitation services for individuals with disabilities. New Guidance Letters cover Performance Measures, Goals, Incentives and Sanctions

TEGL 7-99: Core and Customer Satisfaction Performance Measures for the Workforce Investment System

Fifteen core measures apply to the adult, dislocated worker and youth programs, and two measures of customer satisfaction apply across these three funding streams. TEGL 7-99 provides technical guidance for states to implement the core and customer satisfaction performance measures and calculate performance levels required under the Workforce Investment Act (WIA).

TEGL 8-99: Negotiating Performance Goals; and Incentives and Sanctions Process under Title I of the Workforce Investment Act (WIA)

States submitting a State Plan under Title I, Subtitle B must propose expected levels of performance for each of the 17 indicators. TEGL 8-99 informs States of ETA`s implementation guidelines for the Negotiation and Goal Setting Process as well as for the Incentive and Sanction Process.
