Advanced Management Program (AMP) 37 Graduation
Friday, December 12, 2008, 28 mid-to-senior-level government officials graduated from the College’s 14-week Advanced Management Program (AMP). This was the College’s 37th AMP. The ceremony was presided over by the College’s Dean of Student and Administration, Mr. Russell E. Quirici. Defense Information Systems Agency’s Chief Information Officer and Director, Strategic Planning and Information Directorate, Mr. John J. Garing provided remarks emphasizing the importance of government and industry best practices and lifelong learning for CIO’s. Graduates were from various elements of the Department of Defense, as well as the Department of State, the Department of Homeland Security, the Department of Agriculture, and the Federal Bureau of Investigation. The program also included representatives from Brazil, Canada, Israel, Pakistan, and Singapore. Six of the students participated in the AMP through the Department of Defense’s Information Assurance Scholarship Program.
The AMP includes core courses in policy, strategic planning, performance measurement, business process improvement, acquisition, information assurance, and strategic leader development. Additionally, students participated in a variety of electives with their student peers from the National Defense University’s Industrial College of the Armed Forces, National War College, and School for National Security Executive Education. The Advanced Management Program’s curriculum enables students to earn a Chief Information Officer Certificate, as well as the Advanced Management Program Certificate. Many students through their elective choices pursue courses that apply towards the College’s other programs, including Information Assurance, Enterprise Architecture, IT Project Management, and Organizational Transformation.
The graduation ceremony recognized seven individuals as Distinguished Graduates in the AMP and CIO Certificate Program: Robert T. Blake, Federal Bureau of Investigation; Richard Chandler, Federal Bureau of Investigation; Joshua Hanson, National Security Agency; CDR Leonardo da Silva Mattos, Brazilian Navy; LTC Steven Moritsugu, Canadian Forces; Wendy Ng, Singapore Ministry of Defence; and Laura Williams, U.S. Department of State. Ms. Shirley Menish, Board Member of the Armed Forces Communications and Electronics Association, recognized Robert T. Blake, Federal Bureau of Investigation as the AMP’s Top Distinguished Graduate. Mr. Joseph Matusic, Computer Sciences Corporation, presented a plaque to Dean Quirici to commemorate this AMP’s graduation.
The College’s 38th AMP will begin on January 7, 2009.

IRM College 20th Anniversary Summary
On Saturday, September 20, 2008, 400 guests attended the National Defense University’s (NDU’s) Information Resources Management (IRM) College 20th Anniversary Gala. This exciting celebration was held at the new Gaylord National Resort & Convention Center in National Harbor, Maryland. Among the guests were several general officers, retired generals, ambassadors, foreign dignitaries, academic partners, current and former IRM College faculty and staff members, former NDU Presidents and the current president, and many DoD, government agency, and private-sector executives.
The Honorable John G. Grimes, Assistant Secretary of Defense for Networks and Information Integration and the DoD Chief Information Officer, attended and spoke briefly about the important and growing role the IRM College has played in the past 20 years. Other speakers included Dr. Robert D. Childs, IRM College Senior Director; Dr. Elizabeth Liddy, Dean of Syracuse University’s iSchool; Ms. Natalie Lui-Duncan, Counselor to the Director of the U.S. Citizenship and Immigration Services and member of the NDU Board of Visitors; and Major General Glynne Hines, Canadian Forces J6. Ms. Miriam Browing, friend of the college and President of Browning Consulting Group, was the Master of Ceremonies for the evening. Toward the end of the evening, Dr. Childs recognized Ms. Joyce France of OSD NII for her unwavering dedication to and support of the IRM College for more than 15 years. Ms. France accepted a crystal award and gave a brief acceptance speech before Dr. Childs, NDU President LtGen Frances Wilson, and the Honorable John Grimes cut the IRM College anniversary cake.
The September 20th gala event concluded a full year of anniversary activities, including three educational symposia (“Cyberspace & Conflict” in February; “Privacy and Security in the Information Age” in April; and “Government 2.0 & Beyond” on September 19). Also, the IRM College hosted the Virtual Worlds Expo on April 24-25, 2008. The theme of all anniversary events was “Shaping the Future” and during his welcome speech at the gala, Dr. Childs invited all guests to partner with the IRM College to shape the future of information leadership and security around the globe. The National Defense University’s Information Resources Management (IRM) College, in partnership with the Under Secretary of Defense (Comptroller)/Chief Financial Officer, today announced the creation of the new Chief Financial Officer (CFO) Academy. Located at the Fort Lesley J. McNair National Defense University (NDU) campus in Washington, D.C, the Academy will offer management and leadership courses leading to a CFO Leadership Certificate. The program will be formally launched in September 2008.
NDU operates under the direction of the Chairman, Joint Chiefs of Staff and plays a key role in advocating and delivering interagency education for government managers and leaders. The University is accredited by the Commission on Higher Education of the Middle States Association of Colleges and Schools.
The CFO Academy was established with the endorsement of the Federal CFO Council. According to Dr. Robert D. Childs, Senior Director of the IRM College, “The CFO academy will draw students from across the federal financial community. Together they will learn how to most effectively and efficiently use government resources and work across boundaries to achieve national security goals.” Program enrollment is open now for selected courses.
The CFO Leadership Certificate program is comprised of eight graduate-level courses designed to enhance management and leadership of the next generation of CFOs and government financial managers. The Certificate will allow graduates to apply 12 to15 credits to selected Master’s and doctoral degree programs offered by accredited partner universities.
DoD Comptroller and CFO Tina W. Jonas, a strong advocate of leadership training, said she was excited about the prospect of an academy for financial professionals. “This will make a tremendous difference not just for DoD, but for the entire federal government,” she said. Information Resources Management College 2008 Graduation – Celebrating 20 Years of Shaping the Future
On Friday, April 11, 2008, 225 individuals were awarded 340 Diplomas and Certificates from 8 of the College’s Programs. The ceremony was presided over by the College’s Senior Director, Dr. Robert D. Childs. The Commencement Address was given by the Honorable David M. Walker, Former Comptroller General of the United States. The President of the National Defense University, Lieutenant General, F.C. Wilson, U.S. Marine Corps participated in the recognition of all the graduates. The graduates were mid to senior level officers and civilians with various elements of the Department of Defense, as well as the Department of State, The Department of Treasury, the Department of Transportation, The Department of Interior, The Department of Homeland Security, the Federal Bureau of Investigation, The Environmental Protection Agency, The National Oceanic and Atmospheric Administration, The Government Accountability Office, coalition partners from Pakistan, Republic of Korea, Singapore, Taiwan, as well as representatives from select private industry firms. Two of the graduates were participating in this program as part of the DoD’s Information Assurance Scholarship Program.
During the Ceremony the following diplomas and certificates were awarded: 21 individuals received the Advanced Management Program Diploma; 128 individuals received the Chief Information Officer Certificate; 8 people received the Enterprise Architecture Certificate; 1 individual received the eGovernment Certificate; 91 people received the Information Assurance NSTISSI No. 4011 Certificate; 57 people received the Information Assurance CNSSI No. 4012 Certificate; 20 individuals received the Chief Information Security Officer Certificate; 12 individuals received the IT Project Management Certificate; and 2 individuals were awarded the Organizational Transformation Certificate.
As the commencement speaker, Mr. Walker, provided a thought-provoking speech that challenged the graduates to be organizational change leaders and engage in continual learning. He urged the graduates to confront unsustainable policies and encouraged the understanding of world and U.S. history. He stressed the need for the graduates to read, and reread, our country’s Constitution. Attendees were so motivated by Mr. Walker’s speech, he received a standing ovation. After the commencement speech, proceedings of the ceremony recognized students, faculty, and Departmental leadership. The Ceremony recognized the excellence of 20 Distinguished Graduates. Additionally, 5-individuals were recognized as Top Program Graduates. The Armed Forces Communications and Electronics Association (AFCEA) Educational Foundation recognized Mr. Joseph DiGiovanni, U.S. Air Force Communications Agency & Information Assurance Scholarship Student for educational excellence in the Advanced Management Program. AFCEA also recognized Mr. Kenneth Warburton, Department of the Navy, for educational excellence in the Chief Information Officer Certificate Program. Lockheed Martin awarded Mr. Keith Herrington, Defense Intelligence Agency, the award for educational excellence in Enterprise Architecture. The Robbins-Gioia Award for educational excellence in the IT Project Management Certificate was presented to Mr. Herbert Giovanni Leusch-Carnaroli, Federal Aviation Administration. Computer Sciences Corporation presented a plaque honoring the graduates of the 36th Advanced Management Program. The IRM College Professor of the Year Award was presented by Dr. Elizabeth McDaniel, the College’s Dean of Faculty and Academic Programs, to Dr. Irving Lachow. The IRM College Director presented the college’s Leadership Award to Margaret E. Myers, PhD, Office of the Assistant Secretary of Defense (Networks and Information Integration), for her long-standing College advocacy.
About the IRM College: Mid-to senior level government employees may apply for the College’s various programs and register on-line for courses year-round. There is no tuition for U.S. Department of Defense attendees. Applications for the Fall 2008 14-week Advanced Management Program are due by June 2, 2008. IRM COLLEGE Wins Corporate University Xchange Award for Corporate/College Partnerships
The Information Resources Management (IRM) College was selected as a Best Practice Award winner in the category of “Corporate/College Partnerships” at the 8th Annual Corporate University Xchange Awards for Excellence and Innovation in Corporate Learning at a gala dinner on February 27, 2007 at the Disney Coronado Resort, Orlando, Florida.
The Corporate University Xchange Awards salute corporate and government learning organizations that create exciting, impactful programs that result in measurable improvements in employee and business performance. Since 1999, the Awards, given by Corporate University Xchange (CUX, http://www.corpu.com/), have set the standard for corporate learning. “Each of these winning programs has a measurable impact on a company’s ability to execute their business strategy,” said Sue Todd, president and CEO of CUX. “We congratulate them.”
The awards for Corporate/College Partnerships were defined as, “Working in partnership with a college or university to address critical business challenges.” Since the mid 1990’s the IRM College has formed academic partnerships with universities across the country. The program has expanded over the past few years and now includes nearly 30 partner schools that accept course credit for IRM College graduates. In addition to formal credit acceptance arrangements, the College works with its academic partners on special projects and helps to connect federal government workers with their local communities through universities in their area. The College’s academic partner program is estimated to have saved the U.S. Government over one million dollars since its inception.
Webinar Archives of Clinger-Cohen Conference
The National Defense University’s Information Resources Management (IRM) College hosted the third annual Clinger-Cohen Act (CCA) Knowledge Fair, June 27. Set in the context of CCA’s tenth anniversary, this year’s fair focused on integrating the requirements of CCA into mainstream processes, while improving DoD decision-making.
This working conference brought together senior leaders and subject matter experts from the CIO, acquisition, and other interested DoD communities to jointly address current and upcoming challenges related to the application of the CCA, for both weapons and business systems. This event was built on a CCA assessment and improvement project already underway, as well as an emerging new model of CCA oversight being developed by the DoD CIO. Over 120 attendees worked together to identify practical approaches for integrating CCA requirements into the existing and proposed mainstream processes, such as JCIDS, PPBE, and the Defense Acquisition System.
New for the Conference this year was the IRM College’s delivery of the two main events of the conference via the Web using webinar technology. This enabled participation to be extended to a larger community of interest. Two plenary sessions were offered in this format: a panel discussion moderated by Dr. Margaret Myers (Principal Director, DoD CIO) (webinar Session 1), and a presentation by Mr. John Grimes (DoD CIO) (webinar Session 2).
