The implementation of most Forest projects occurs through a process that includes scoping, comments and decisions.

During the early stages of evaluating certain proposed actions, the Forest Service accepts comments in order to help identify significant issues and possibly generate other alternatives that meet the purpose and need of the project.

The publication date in that newspaper of record is the exclusive means for calculating the comment period. Those wishing to comment should not rely upon dates or timeframe information provided by any other source. The regulations prohibit extending the length of the comment period.
