Cross Connection Repair Program (CCRP)

 

Mandated by the Pennsylvania Department of Environmental Protection to reduce pollutants entering rivers and streams from the City's storm sewers, this program was recently refocused on identifying and correctly realigning residential wastewater lateral pipes that are cross-connected to storm sewers.

 

Eligibility Requirements:

  • Property cannot have more than four units
  • Property can be residential or mixed commercial/residential

If a cross-connection is identified by the PWD Cross-Connection inspection program, the Philadelphia Water Department will provide an information package to the homeowner referring him or her to the Cross-Connection Repair Program (CCRP) for repairs.


Homeowner's Emergency Loan Program (HELP)

The Philadelphia Water Department administers the Homeowner's Emergency Loan Program (HELP), an interest-free, installment-payment loan program for water service line and/or sewer lateral repairs. To be eligible for HELP:

  • The applicant must be the homeowner of record and reside at the property,
  • The property must have received a Notice of Defect (NOD) issued by PWD,
  • The property must be listed as a residential or mixed residential/commercial property,
  • The property must have an operable water meter,
  • The property cannot have more than four (4) units, and
  • The water bill and/or any payment agreements must be current.

All repair costs and fees borrowed must be repaid to the City of Philadelphia.

Conservation Assistance Program (CAP)

 

SCOPE AND ELIGIBILITY FOR CAP SERVICES

 

The PWD's Water Conservation Assistance Program (CAP) is designed to help water customers reduce water waste. Customers can reduce water waste by repairing plumbing and installing water conservation devices. CAP also offers conservation literature to these customers. PWD offers these services to low-income households.

 

A Neighborhood Energy Center (NEC) within the applicant's zip code area provides the services for PWD. An NEC is a neighborhood organization providing a coordinated and comprehensive approach to energy and related problems for customers in its community.

 

NECs grew out of the collective experience of neighborhood-based groups. Their experience had shown that the only effective way to meet the energy needs of its customers is to combine, at the point of delivery, all basic energy services. Core services of the NECs include fuel assistance, conservation, education, related housing and information/referrals. The services are free to eligible (see requirements listed below) applicants.

SERVICES:

MAXIMUM cost of service per household can not exceed $275.00 for non-WRAP (Water Revenue Assistance Program) customers and $300.00 for WRAP customers.
  • Minor inside plumbing repairs
  • Water saving toilet devices
  • Low-flow shower heads
  • Faucet aerators
  • Water conservation education  

ELIGIBILITY REQUIREMENTS:

  • Household income cannot exceed the 150% federal poverty guideline.
  • Water bill must be in the name of the CAP applicant.
  • Applicant must reside at premises scheduled for CAP services.
  • If CAP applicant is a tenant, homeowner must sign consent statement.
  • Residence must have current water service and an operable water meter.
  • All outstanding water and sewer bill charges must be resolved with the Water Revenue
  • Bureau, either through a current payment agreement or the balance must be paid in full.
