Committee of Visitors Completes First Cycle of Reviews.  In August 2003, the Department established, through the Fusion Energy Sciences Advisory Committee (FESAC), a Committee of Visitors (CoV) to assess matters pertaining to program decisions.  The CoV was asked to review program management decisions on a regular, rotating basis for the three major elements of the program-theory and computation, confinement innovation and basic plasma science, and tokamak research and enabling technologies.  For each element the CoV was to assess the efficiency and quality of the processes used to 1) solicit, review, recommend and document proposal actions, 2) establish the consistency level between the award decisions and OFES programs and goals, and 3) monitor active projects and programs.  The first round of these CoV reviews has been completed and a report has been published that is a compilation of the three CoV reports issued during the first round.  The report titled Compilation of Reports from the First Round of Committee of Visitors' Reviews of the Fusion Energy Sciences Program, DOE/SC-0098, October 2006, is available here.

FESAC News:  The process for putting in place a new set of members for the Fusion Energy Sciences Advisory Committee has recently been completed.  The process was complicated due to a decision that all members of DOE advisory committees as governed by the Federal Advisory Committee Act would have to become Special Government Employees on the days they are engaged in committee work.  This decision puts the DOE advisory committees on the same basis as the membership of all the Federal Government science advisory committees including those that report to the National Science Foundation.
