Staff

Charlton Wilson, Associate Director, Centers of Excellence, Phoenix Indian Medical Center, is responsible for developing the infrastructure of HIVCOE, program planning, oversight of HIV services inclusive of medical care and case management. Charlton Wilson also provides technical assistance in policy development on HIV/AIDS concerns throughout the Indian Health Service (IHS) system while developing and maintaining collaborative relationships between the IHS and the following institutions: the National Institutes of Health, Office of AIDS Research (NIH OAR); the Centers for Disease Control and Prevention (CDC); the Health Resources and Services Administration (HRSA); and the University of California, Irvine.

Shirley Tracey, RN, BSN, Nurse Case Manager, joined the HIVCOE in April 2002. She graduated from the Orivs School of Nursing at the University of Nevada, Reno in Reno, Nevada 1986. Worked for Nevada State Welfare as an eligibility specialist for 7 years, from 1972 to 1976. Was then hired by the Washoe Tribe of Ca. - Nv. in Gardnerville, Nevada in 1978 to set up their general assistance program. Worked as the tribal eligilbility specialist there for 2 years, screening clients for the Indian General Assistance Program. Her major nursing background is in the operating room. She was trained in a Level I trauma center in Reno, Nv. Worked at PIMC in 1995 in the OR. Moved to Anchorage, Ak, in 1995 to be part of the opening of their new hospital, and was responsible for setting up the ENT section in the operating room at ANMC in 1997. Since 1998 has worked at PIMC in the Operating Room and Same Day Surgery.

Stephan Stellmacher, DO, FACP- has been caring for people with HIV+ continuously since 1992. Education includes Residency at Yale Primary Care Internal Medicine from 1991-1994; Rotating Internship at University of Medicine and Dentistry of New Jersey - School of Osteopathic Medicine, Stratford, NJ from 1990-91; and, Medical School at UMDNJ - SOM in Piscataway, NJ from 1986-90. He is Board Certified in Internal Medicine since 1994. Dr. Stellmacher is credentialed by the American Academy of HIV Medicine as an AAHIVM HIV Specialist since November 2004.
Work Experience includes Phoenix Indian Medical Center since August 2003; Indian Health Service at Chinle Comprehensive Health Care Facility, 9/94-7/03. Has worked inpatient/outpatient Internal Medicine, 9/94-present; Emergency Department Staff, 9/94-7/03; Assistant Director, Emergency Department, 1994-96; Chief of Staff, 1996-2003; Tuberculosis Public Health Officer and Clinician, 1995-present; HIV Public Health Officer and Clinician, 1995-present.
Community Service: Amongst other non-HIV related services has been a speaker for Navajo Aids Network as Keynote speaker for world AIDS Day celebration in Chinle, Arizona. Provided education to student groups on HIV prevention (1998).

Rita Lookingglass, RN, BSN, MSN, Nurse Case Manager, joined HIV Center of Excellence in March 2003. She received a Bachelors of Science in Nursing from Arizona State University in 1982. Received her Masters of Science in Nursing in 2000 from the University of Phoenix in Phoenix, AZ. She is a Commissioned Officer and holds the rank of Commander. She has worked at PIMC since 1982, sixteen of those years in Public Health Nursing and has many years of case management experience during her tenure as a PHN.

Audrey E. Lynch, Data Management Coordinator. Has been with COE for 3 ½ years. She has worked at PIMC since December 1980. She received training for a B.S. in Computer Information Systems in 1994.

Adrian Bizardi, Grant Administrator, Centers of Excellence, Phoenix Indian Medical Center

Sheila Fitzgibbons, MPH, Provider Educator / Consultant, AETC Nursing Coordinator, works for the Pacific AIDS Education and Training Center (PAETC) at the University of California, Irvine. Ms. Fitzgibbons works as a liaison with the Indian Health Service to assist with AIDS education and training needs.
