AIDS Education & Training Center Collaboration

Phoenix Indian Medical Center's HIV Center of Excellence for Care & Treatment collaborates with University of California, Irvine Pacific AIDS Education & Training Center Nursing Program Description

The AIDS Education and Training Centers (AETC) are 15 regional and educational centers federally funded under the Health Resources and Services Administration. The University of California, Irvine is part of the Pacific AIDS Education and Training Center (PAETC). The mission of the AETC program is to provide healthcare professionals with the working knowledge and skills necessary to care for HIV infected patients.

HIVCOE / PAETC Collaborative Efforts
The Pacific AETC at the University of California, Irvine and Phoenix Indian Medical Center's HIV Center of Excellence (HIVCOE) joined together in a collaborative agreement in 1995 to provide comprehensive HIV training. In 1995-96, training was conducted on-site at Phoenix Indian Medical Center. In 1997, funding from Health Resources and Services Administration (HRSA) and the Indian Health Service (IHS) extended this training to hospitals and clinics on several Arizona reservations. HRSA also funded the HIV/AIDS Training Initiative Project in 2002-03 which targets training in rural Native American communities of Arizona, California and Montana. The AETC Nursing Coordinator, Sheila Fitzgibbons, has continued to work as a liaison with IHS to assist with training needs. Cultural specific training issues are always incorporated. Providers are engaged in HIV skills building activities, and encouraged to discuss specific tribal issues that relate to HIV/AIDS counseling and care of Native patients.

HIV/AIDS Nursing Education Program
The Nursing program at the UC Irvine AETC offers instruction to all medical providers, inclusive of registered and student nurses in Arizona, California, Nevada, and Hawaii. Ten workshops have been developed for training or seminar presentation. The workshops can also be delivered in a didactic or lecture format, depending on the needs of the group. Each workshop has written objectives, course outlines, and audiovisual materials. The workshops are presented on-site.

Due to the changing demographics of HIV, many nurses are caring for patients of multiple cultural backgrounds. The workshops therefore, stress the need for nurses to address issues of cultural sensitivity and cultural competence. These themes are woven into every workshop. The workshops are designed to be 1 or 2 hours in length; however, several workshops can be presented in one day for intensive training. Workshops are presented in either a classroom or clinical setting. The workshops are designed to be used in the HIV/AIDS training of nurses from the following areas:

  • Hospitals
  • Outpatient clinics
  • Tribal Health clinics
  • Indian Health Service, Service Units
  • Health Maintenance Organizations
  • Home Health Care
  • Case Management Organizations
  • Public Health Departments
  • Occupational Health
  • School Nursing / Student Health
  • Community College and University Nursing Programs
  • Professional Nursing Organizations
The UC Irvine AETC nursing curricula has been written and developed by an AIDS Certified registered nurse, a member of the UC Irvine AETC faculty.

  • Ethical Dilemmas in AIDS
The workshops are presented free of charge by an AETC nursing faculty member.
