EIA-1, Weekly Coal Monitoring Report - General Industries and Blast Furnaces (Standby Form) collects information to track coal and coke stocks, receipts, and consumption in the manufacturing sector during coal supply disruptions by telephone. In conjunction with data on Forms EIA-4 and EIA-20, the EIA-1 data would be used for supply forecasts and to inform the public, the industry, and the Federal Government of aggregated coal consumption and inventories. Respondents would be a selected sample of manufacturing plants that consume coal for all uses other than coke production.

EIA-3, Quarterly Coal Consumption and Quality Report, Manufacturing and Transformation/Processing Coal Plants and Commercial and Institutional Coal Users collects data on coal consumption at U.S. manufacturing and transformation and processing plants, and commercial and institutional coal users. Information collected includes coal consumption, stocks, and receipts. For coal received during the quarter, information is collected on origin, quantity, transportation mode, quality (i.e., Btu, sulfur, and ash contents), and cost. For coal transformed during the quarter, information is collected on Schedules G (gasification), L (liquefaction), R (coal refining) and Schedule S (formerly Schedule S1). Schedules G and L each have three sections: Section I for reporting distribution of transformed coal product (quantity, State of destination, mode of transportation), Section II for reporting the quality of the transformation product (e.g., heat and sulfur contents), and Section III for reporting byproducts (type, unit of measure, quantity produced, and quantity distributed or sold). Schedule R gathers data on distribution and quality (similar to schedules G and L), but also collects data on beginning stocks, production, and ending stocks of refined coal (Section III) in place of the byproducts data collected on schedules G and L (Section III). Schedule S (Synfuel) collects data on State of destination, consumer type, quantity distributed and/or sold, and transportation mode for distributed coal synfuel. The data are collected to provide coal statistics used by public and private analysts. The data are also used for coal demand analyses and in short-term modeling efforts to forecast energy (coal) demand and prices. Respondents are all manufacturing companies, transformation/processing coal plants, and commercial and institutional coal users that consume in excess of 1,000 short tons of anthracite, bituminous, subbituminous coal or lignite for uses other than coke production during the year, defined by the current reporting quarter and the previous three reporting quarters. This includes synfuel plants that use coal as a feedstock, other facilities using coal as a feedstock, and all facilities using coal for gasification/liquefaction. Data from the Form EIA-3 appear in the EIA publications, Quarterly Coal Report, Monthly Energy Review, Annual Energy Review, and the Annual Coal Report. In addition, EIA uses the data for coal supply analyses and in short-term modeling efforts requested by Congress that forecast coal supply, prices, and environmental quality. Currently, there are approximately 565 respondents on the Form EIA-3. EIA-4, Weekly Coal Monitoring Report - Coke Plants (Standby Form) collects information used to track coal stocks, receipts, and consumption, and coke stocks during a coal supply disruption by telephone. In conjunction with Forms EIA-1 and EIA-20 data, the EIA-4 data would be used for supply forecasts and to inform the public, the industry, and the Federal Government of aggregated coal consumption and inventories. Respondents will be producers of coke.

EIA-5, Quarterly Coal Consumption and Quality Report - Coke Plants collects data on coal receipts, costs, carbonization, and stocks, as well as coke and breeze production, distribution, stocks, and total revenues from commercial sales at all U.S. coke plants. For coal received during the quarter, information is collected on origin, quantity, transportation mode, quality (i.e., volatility, sulfur, and ash contents), and cost. The data are collected to provide basic statistics used by public and private analysts. Respondents are all U.S. coke plants. Data from the EIA-5 form appear in the EIA publications, Quarterly Coal Report, Monthly Energy Review, Annual Energy Review, and the Annual Coal Report. In addition, EIA uses the data for coal supply analyses and in short-term modeling efforts requested by Congress that forecast coal supply, prices, and environmental quality. There are approximately 19 respondents on the Form EIA-5. EIA-6A, Coal Distribution Report - Annual collects coal distribution data for publications, analyses, and statistical reports used by public and private analysts. Data collected include coal production, purchases, distribution by consumer type, and stocks. Respondents are U.S. coal mining companies, wholesale coal dealers (including brokers), and retail coal dealers that owned or purchased and distributed in excess of 50,000 short tons of coal during the report year, except for Arkansas, Maryland, Oklahoma, and Pennsylvania anthracite, where the threshold is 10,000 short tons annually. The Form EIA-6A has approximately 900 respondents. The Form EIA-6A was discontinued in 2008. For help with on-line form submission, see the following visual guides. EIA-6Q, Quarterly Coal Report (Standby) is designed to provide coal production and stocks data from U.S. coal mining companies, and stocks data from distributors that do not produce coal by telephone. The information is currently available from the U.S. Mine Safety and Health Administration (MSHA) Form 7000-2 (Quarterly Mine Employment and Coal Production Report) under a cooperative agreement. EIA is using the MSHA coal and employment data. If at some point in the future the MSHA data are no longer available, EIA would reinstate use of Form EIA-6Q. The information would be used for publications, analyses, and statistical reports. Data collected would include production and end-of-quarter stocks by state of origin. Respondents would be all companies that produced in excess of 30,000 short tons of coal during the year defined by the current reporting quarter and the previous three reporting quarters. In addition, respondents would include all non-producing coal companies (distributors) that average 10,000 or more short tons of coal stocks per quarter. The respondents will be determined when EIA reinstates use of the Form EIA-6Q.

EIA-7A, Coal Production Report collects data on coal production operations, locations, productive capacities, coal beds mined, reserves, and disposition (volumes and revenues received). For coal preparation, information collected includes operations, locations, productive capacity, disposition (consumption), and percent of coal prepared (by type of mine). The information is disseminated in EIA reports and analyses used by public and private analysts. Respondents are all U.S. coal mining companies that owned a mining operation which produced and/or processed 10,000 or more short tons of coal during the year. Stand-alone facilities (i.e., coal preparation plants, tipples, loading docks, and train loadout facilities) that recorded at least 5,000 person-hours of labor during the year must also report. These data appear in the Weekly Coal Production Report, Annual Coal Report, Quarterly Coal Report, and Annual Energy Review. These data are also used extensively in the EIA's coal analysis and forecasting models. There are approximately 1,500 respondents on the Form EIA-7A. EIA-8A, Coal Stocks Report - Annual collects data on U.S. coal held in stockpiles. Respondents are coal brokers, coal traders, and coal terminals that owned stocks of 10,000 or more tons of coal at the end of the reporting year. These data appear in the Weekly Coal Production Report, Annual Coal Report, Quarterly Coal Report, and Annual Energy Review. These data are also used extensively in the EIA's coal analysis and forecasting models. Approximately, 100 respondents report coal stocks on the Form EIA-8A.

EIA-20, Weekly Telephone Survey of Coal Burning Utilities and Independent Power Producers (Standby Form) collects information to track coal stocks, receipts, and consumption at electric utilities and independent power producers during coal supply disruptions. In conjunction with Forms EIA-1 and EIA-4 data, the EIA-20 data would be used to inform the public, the industry, and the Federal Government of aggregate coal data. Respondents would be coal-consuming electric utilities.
