M has implemented automated systems to streamline many workflow
processes and provide better support to the Department. Listed below are some
examples of these automated systems.
- The Office of Security developed a Personnel Security Investigation
and Clearance Tracking System, which is a one-stop repository that will contain
investigative information on all DOT and contractor employees, including those
who require access to national classified information.
- The Office of Security planned for the implementation of the
Live Scan System, which links DOT to a FBI fingerprint database and reduces processing
time for criminal history checks from three weeks to under two hours.
- The Office of Financial Management initiated implementation
of MarkView, a new invoice imaging and routing system. This system streamlines
the process to approve and track invoice payments and significantly reduces interest
penalty payments.
- QuickHire, an automated staffing system, eliminates burdensome
Knowledge, Skills, and Abilities statements. An average applicant will now spend
no more than one hour to complete the application process. DOT managers can view
candidates' resumes online and receive a best-qualified certificate within one
week. With QuickHire, DOT will now bring new employees onboard more quickly.
- The Balanced Scorecard Team (OPSE and OHRM) successfully implemented
the DOT-wide balanced scorecard, which is a means of assessing different views
of performance. OPSE and OHRM achieved balance in their scorecards by surveying
customers, employees, and managers, and/or adding metric measurements of productivity.
- The Office of Information Services continued implementation
of DOT’s automated docket management system that enables the public to electronically
comment on rulemakings and view comments of all submitters. DOT is one of the
few agencies that has this capability.
