The U.S. Department of Transportation and the Federal Motor Carrier Safety Administration provide this report pursuant to 49 United States Code (U.S.C.) 31315(c)(5), which requires the Secretary to report to Congress the findings, conclusions, and recommendations, including suggested amendments to laws and regulations, developed as the result of a pilot program conducted under this statutory provision. The FMCSA initiated the U.S.-Mexico Cross-Border Long-Haul Trucking Pilot Program to meet the requirement in section 6901 of the U.S. Troop Readiness, Veterans’ Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007, Pub. L. 110-28, 121 Stat. 112, 183. The Agency conducted a pilot program to assess the safety of granting authority to Mexico-domiciled motor carriers to operate beyond the commercial zones along the U.S.-Mexico border.
