State Liaison Officers

Serves as the principal point of contact between NRC Region I Office and senior level State officials, regional governmental organizations and appropriate local governments within the Region to coordinate and address a broad range of requests pertaining to technical, political and legal issues. Implements policies and guidelines provided by the Office of State Programs and the Region relative to NRC relations with State and local governments within the Region.

Division of Reactor Projects

Director: Michael Scott

Provides implementation policy oversight and direction for Reactor Oversight Process inspection and assessment of power reactors, including inspection program management, resident inspection, Problem Identification and Resolution Inspection program leadership, and allegation follow-up. Serves as the contact with licensees, Headquarters offices, and the public for power reactors in Region I. Provides for prompt onsite response to reactor events.

Reactor Projects Branches 1-6

Plans, directs and coordinates the Reactor Oversight Process (ROP), including inspection activities and related project management functions, at assigned reactor facilities. Recruits, supervises and trains staff, including resident inspectors. Performs power reactor licensee assessments, which includes leading resident baseline, problem identification and resolution (PIR) and supplemental inspections, as well as allegation follow-up and implementation of the Enforcement Policy. Supports the Agency Action Review Meetings (AARM), and conducts public Annual Assessment Meetings (AAM) at all sites. Provides initial response to site events and emergencies. Develops generic correspondence and provides feedback on ROP implementation. Coordinates inspection activities with the Division of Reactor Safety, the Office of Nuclear Reactor Regulation (NRR) and the Office of Nuclear Security and Incident Response (NSIR). Acts as liaison with the Project Division counterpart in NRR. Coordinates Commission visits to reactor sites and responds to Federal, State and Local government and public inquiries.

Technical Support and Assessment Branch

Chief: Marc Ferdas

Provides regional program support regarding operational and strategic activities associated with the implementation of the Reactor Oversight Process (ROP), including the oversight of inspector qualifications and training; monitoring operational performance (i.e., metrics); and the implementation of continuous improvement activities and initiatives. Coordinates and oversees the implementation of problem identification and resolution (PIR) inspections and the ROP assessment program within the region. Responsible for the training, development, and qualification process for personnel in the Nuclear Safety Professional Development Program (NSPDP). Serves on working groups and special projects impacting the reactor inspection program.


Division of Reactor Safety

The Division implements the NRC's Reactor Oversight Process in the areas of engineering, cyber security, fire protection, maintenance, radiological controls, emergency preparedness, physical security, and operator license requalification training.  Additionally, the Division implements the NRC operator license examination program and the license renewal inspection program; reviews changes to emergency preparedness and security plans; provides specialized technical support; and coordinates with the technical Divisions in the Office of Nuclear Reactor Regulation and the Office of Nuclear Security and Incident Response.

Plant Support Branch 1

Chief: Raymond McKinley

Plant Support Branch 1 inspects reactor licensee activities in the areas of physical security and emergency preparedness; provides technical expertise and support for the security safeguards and emergency preparedness programs; provides technical expertise and support for incident response; reviews changes to emergency preparedness and security plans; and performs Region-based baseline and supplemental security and emergency preparedness inspections.

Plant Support Branch 2

Plant Support Branch 2 inspects reactor licensee activities in the area of radiation protection; maintains the Region Incident Response Center; provides technical expertise and support for incident response; and performs Region-based baseline and supplemental radiation protection program inspections.

Engineering Branch 1

Chief: Melvin Gray

Engineering Branch 1 performs inspection and technical evaluation of plant engineering, design and maintenance activities; supports response to occurrences at facilities and conducts assessments of licensee performance focusing on mechanical structures systems and components at nuclear power facilities.  Particular emphasis is placed on the areas of structural design, materials degradation, reactor pressure vessels, heat exchangers, steam generators, piping and related components, welding, repair and replacement processes, and testing.  Engineering Branch 1 is also responsible for the inspection of licensee activities to manage the effects of aging related to the NRC’s license renewal review process, heat sink, in-service (ISI) inspections, and Material Control and Accountability (MC&A) inspections.  Additionally, Engineering Branch 1 inspects reactor licensee activities as part of the Reactor Oversight Process by performing Component Design Basis Inspections (CDBIs).  CDBIs encompass multiple engineering disciplines and ensure the licensing and design basis of nuclear plants are maintained.  Engineering Branch 1 provides technical expertise and support to other branches within the reactor oversight divisions, as well as performs reactive and supplemental inspections as necessary.

Engineering Branch 2

Engineering Branch 2 inspects reactor licensee activities in the area of fire protection and cyber security; provides technical expertise and support in the electrical area; and performs Region-based baseline and supplemental fire protection and cyber security inspections.  Engineering Branch 2 also coordinates power uprate inspections.  Additionally, Engineering Branch 2 performs Permanent Plant Modification inspections as part of the Reactor Oversight Process.  Similar to the CDBIs, the Permanent Plant modification inspections encompass multiple engineering disciplines and ensures the licensing and design basis of nuclear plants are maintained.  Engineering Branch 2 provides technical expertise and support to other branches within the reactor oversight divisions, as well as performs reactive and supplemental inspections as necessary.

Operations Branch

Chief: Donald Jackson

The Operations Safety Branch implements the operator licensing program by performing operator requalification training inspections and operator licensing examinations; provides technical expertise and support for the operator licensing program; and performs Region-based baseline and supplemental operator requalification training program inspections.


Division of Nuclear Materials Safety

Provides implementation policy oversight and direction for the Materials Safety Licensing and Inspection Programs, and Agreement State reviews. Manages reactor decommissioning activities and regional Site Decommissioning Management Plan (SDMP) activities. Provides for prompt onsite response to events at materials facilities and at sites in decommissioning. Manages enforcement and allegation follow-up for materials licensees and sites in decommissioning. Manages the fixed and mobile radiological laboratories in support of the materials and reactor inspection, and decommissioning program.

Performs project management, licensing, and inspection of decommissioning activities at SDMP sites, fuel facilities, and power and non-power reactor sites. Also implements the enforcement policy and performs allegation follow up at licensed facilities.

Medical Branch

Performs licensing and inspection activities for NRC licensed medical and academic materials licensees in the Northeastern U.S. Also implements the enforcement policy and performs allegation follow up at licensed facilities.

Commercial, Industrial, R&D and Academic Branch

Performs licensing and inspection activities for NRC licensed commercial, industrial and R&D materials users in the Northeastern U.S. Also implements the enforcement policy and performs allegation follow up at licensed facilities.


Division of Resource Management

Performs administrative functions in human resource management, contract administration, budget and fiscal management, ADP services, space and property management, telecommunications, and general administrative services, including licensee fee management and FOIA processing.

Provides Regional information technology/information management support, including computer operations, telecommunications, mail, and records file management, including ADAMS and FOIA, and license fee reporting. Computer services include application/system development, end user support, and LAN administration.
