September 12, 2012: Web Chat with ILAB on FY 2012 Solicitations for Grant Applications

The Bureau of International Labor Affairs will host a web chat on Thursday, September 20 from 9:30 to at 10:30 a.m. (EST), to answer questions about the agency's fiscal year 2012 Solicitations for Grant Applications. The web-chat, which is text-only, will include a discussion (questions and answers) on the solicitations for cooperative agreement applications for the following:


August 30, 2012: ILAB Publishes its FY 2012 Solicitation for Cooperative Agreement Applications (SGA 12-09) for a Project to Reduce Child Labor in Burkina Faso.

In FY 2012, the U.S. Department of Labor's (USDOL) Bureau of International Labor Affairs (ILAB) will award up to $5 million for one or more cooperative agreements to fund a technical assistance project(s) to support efforts to reduce child labor in geographic areas of Burkina Faso cotton farming and informal artisanal gold mining. The project will support efforts to work with government at the local, regional, and national level to improve methods for reducing child labor in both sectors. The project will support the direct delivery of services to children engaged in child labor or at risk of child labor and their households in communities dependent on cotton or gold production. The deadline for submission of applications is October 15, 2012.


August 20, 2012: ILAB Publishes its FY 2012 Solicitation for Cooperative Agreement Applications (SGA 12-15) for a Project to Support Local Efforts to Combat Child Labor in Tanzania

In FY 2012, the U.S. Department of Labor (USDOL), Bureau of International Labor Affairs (ILAB) will award up to $10 million for one or more cooperative agreement(s) to fund technical assistance project(s) to reduce child labor in Tanzania through an area-based approach in geographic areas where there is a prevalence of child labor in agriculture production and domestic service. The project will work with local entities and build on existing efforts to reduce the worst forms of child labor, including programs to protect orphans and vulnerable children (OVC), increase access to education and promote economic opportunities for Tanzanian households most vulnerable to the worst forms of child labor.


August 9, 2012: ILAB Publishes its Notices of Intent (NOIs) to Solicit Cooperative Agreement Applications for FY 2012 Funding
The U.S. Department of Labor (USDOL), Bureau of International Labor Affairs (ILAB) published notices of intent to award, through competitive and merit-based processes, cooperative agreements for projects to reduce child labor in the following countries/regions/sectors:

August 3, 2012: ILAB Issues a Request for Proposals (RFP) for "ILAB-OCFT Monitoring, Evaluation, and Training Support Services" (Solicitation # DOL121RP21504)
ILAB has issued a new request for proposals for a "Monitoring, Evaluation, and Training Support Services" contract. Support services are being solicited to assist ILAB in monitoring, measuring, evaluating and reporting on agency performance and the effectiveness of its technical assistance programs; developing project-level monitoring and evaluation systems; conducting external implementation evaluations of ILAB funded technical cooperation projects; and providing training to ILAB staff on monitoring and evaluation topics, including newly developed performance monitoring approaches.


August 3, 2012: ILAB Issues a Request for Quotes (RFQ) for its "ILAB-OTLA 2012 Contract Research Program: Research Supporting Worker Rights, Worker Livelihoods and Vulnerable Populations in Developing Countries" (Solicitation # DOL121RQ21500)
ILAB seeks the services of multiple contractors to produce methodologically-rigorous and high-caliber research papers in the following topic areas: monitoring and expanding labor rights for contract labor; involving targets of employment and livelihood policies and programs in program design; and/or how trade affects workers in the informal economy in developing countries. The deadline for submission of proposals is 3pm US-EDT on September 3, 2012.


August 3, 2012: ILAB Issues a Request for Quotes (RFQ) for its "ILAB-OTLA 2012 Contract Research Program: LABOR RIGHTS INDICATOR PROJECT" (Solicitation #DOL121RQ21522)
FOR SMALL BUSINESS COMPETITION ONLY. ILAB seeks a contractor to provide methodologically-rigorous and high-caliber research and support services to help operationalize an indicator-based approach to reporting on internationally recognized labor rights. Collaboration with ILAB staff and management is required for all work. The deadline for submission of proposals is 3pm US-EDT on August 24, 2012.


August 3, 2012: ILAB Publishes its FY 2012 Solicitation for Cooperative Agreement Applications (SGA 12-08) for a Project to Combat Child Labor in Cambodia.

In FY 2012, the U.S. Department of Labor (USDOL), Bureau of International Labor Affairs (ILAB) will award up to $10 million for one or more cooperative agreement(s) to support efforts to reduce child labor in Cambodia with a focus on reducing social exclusion and promoting economic opportunities for the Cambodian households most vulnerable to the worst forms of child labor. The deadline for submission of applications is October 2, 2012.


August 1, 2012: ILAB Announces a Notice of Intent to Solicit Cooperative Agreement Applications for a Project to Combat Child Labor in Cambodia

ILAB intends to award, through a competitive and merit-based process, up to $10 million for project(s) to reduce child labor in Cambodia.


July 16, 2012: ILAB Publishes its FY 2012 Solicitation for Cooperative Agreement Applications (SGA 12-05) for a Project to Combat Child Labor in Areas of Liberian Rubber Production

In FY 2012, the U.S. Department of Labor’s (USDOL) Bureau of International Labor Affairs (ILAB) will award up to $6 million for one or more cooperative agreement(s) to fund a technical assistance project(s) to support efforts to reduce child labor in rubber growing areas of Liberia. The deadline for submission of applications is October 1, 2012.


June 28, 2012: ILAB Publishes its FY 2012 Solicitation for Cooperative Agreement Applications (SGA 12-04) for a Partnership to Reduce Child Labor and Forced Labor in Imported Agricultural Products

ILAB will award up to $5 million for one or more cooperative agreements to qualifying organizations to pilot test specific elements of the U.S. Department of Agriculture (USDA) Guidelines for Eliminating Child and Forced Labor in Agricultural Supply Chains. The deadline for submission of applications is August 20, 2012.


April 24, 2012: ILAB Issues a Request for Proposals (RFP) for its "ILAB-OTLA 2012 Contract Research Program: Research Supporting Worker Rights, Worker Livelihoods and Vulnerable Populations in Developing Countries" (Solicitation #DOL121RP21428)

ILAB seeks the services of multiple contractors to produce methodologically-rigorous and high-caliber research papers in the following topic areas: monitoring and expanding labor rights for contract labor; or involving targets of employment programs in program design. The deadline for submission of proposals is 3pm US-EDT on May 31, 2012.

October 13, 2011: ILAB Publishes its FY 2011 Solicitation for Cooperative Agreement Applications (SGA 11-07) for a Child Labor Elimination Project in Peru

ILAB will award up to $13 million for one or more cooperative agreements to qualifying organizations to combat exploitative child labor in Peru. The deadline for submission of applications is November 15, 2011.


September 16, 2011: ILAB Publishes its FY 2011 Solicitation for Cooperative Agreement Applications (SGA 11-06) for a Child Labor Elimination Project in Ethiopia.

ILAB will award up to $10 million for one or more cooperative agreements to qualifying organizations to combat exploitative child labor in Ethiopia. The deadline for submission of applications is October 21, 2011.


August 22, 2011: ILAB issued an amendment to the FY 2011 Solicitations for Cooperative Agreement Applications (SGA 11-02/SGA-03/SGA-04) on Grants.gov.


August 10, 2011: ILAB hosts SGA web chat on the FY 2011 Solicitations for Cooperative Agreement Applications at 10 am — 11 am EST

July 14, 2011: ILAB Publishes its FY 2011 Solicitation for Cooperative Agreement Applications (SGA 11-02) for a Global Action Program on Child Labor Issues.

ILAB will award up to $15 million for a cooperative agreement to implement a global action program to address child labor issues. The deadline for submission of applications is August 31, 2011.


July 14, 2011: ILAB Publishes its FY 2011 Solicitation for Cooperative Agreement Applications (SGA 11-03) for a Child Labor Global Evaluation and Monitoring Project.

ILAB will award up to $2.5 million for a cooperative agreement to carry out child labor evaluation and monitoring activities. The deadline for submission of applications is August 31, 2011.


July 14, 2011: ILAB Publishes its FY 2011 Solicitation for Cooperative Agreement Applications (SGA 11-04) for a Child Labor Elimination Project in the Philippines.

ILAB will award up to $15 million for one or more cooperative agreements to qualifying organizations to combat exploitative child labor in sugarcane growing areas of the Philippines. The deadline for submission of applications is August 31, 2011.


November 3, 2010: ILAB Publishes Amendments to its FY 2010 Solicitations for Cooperative Agreement Applications for Child Labor Elimination Projects in Egypt and Jordan


October 4, 2010: ILAB Publishes its FY 2010 Solicitation for Cooperative Agreement Applications (SGA 10-10) for a Child Labor Elimination Project in Jordan

ILAB will award up to $4 million in cooperative agreement award(s) for projects to combat exploitative child labor in Jordan. The deadline for submission of applications is November 24, 2010.


September 28, 2010: ILAB Publishes its FY 2010 Solicitation for Cooperative Agreement Applications (SGA 10-09) for a Child Labor Elimination Project in Egypt

ILAB will award up to $9.5 million in cooperative agreement award(s) for projects to combat exploitative child labor in Egypt. The deadline for submission of applications is November 22, 2010.


July 14, 2009: ILAB issued an amendment to the Solicitation for Cooperative Agreements Applications for Projects to Combat Exploitive Child Labor in Guatemala, Indonesia, Nepal, and Rwanda (SGA 09-06) on Grants.gov. Applicants should note that this amendment only affects the country scope of work requirements for Nepal.


June 24, 2009: ILAB Held a Bidders' Meeting on its FY 2009 Combating Exploitive Child Labor through Education Solicitation for Cooperative Agreement Applications (SGA 09-06)

ILAB/OCFT held a Bidders' Meeting for potential applicants on June 24, 2009 in Washington, D.C.


June 2, 2009: ILAB Published its FY 2009 Solicitation for Cooperative Agreement Applications (SGA 09-06) for Projects to Combat Exploitive Child Labor through Education

ILAB will award up to USD 18.45 million in cooperative agreement awards for projects to combat exploitive child labor in Guatemala (up to USD 4.2 million), Indonesia (up to USD 5.5 million), Nepal (up to USD 4.25 million) and Rwanda (up to USD 4.5 million). The deadline for submission of applications is July 27, 2009.


May 18, 2009: ILAB/OCFT to Hold Bidders’ Meeting on June 24, 2009 on Forthcoming FY 2009 Solicitation for Cooperative Agreement Applications

ILAB will now hold its Bidders' Meeting related to the forthcoming FY 2009 Combating Exploitive Child Labor Solicitation for Cooperative Agreement Applications (SGA) on June 24, 2009, as indicated in a correction published in today's Federal Register to ILAB's previously published Notice of Intent. As stated in our Notice of Intent published in the Federal Register on April 10, 2009, ILAB intends to obligate approximately USD 20 million to support cooperative agreement awards to organizations to address child labor in Guatemala, Indonesia, Nepal, and Rwanda. The meeting will take place from 1:30 p.m. to 3:30 p.m. at the Department of Labor, 200 Constitution Avenue, N.W., Washington, D.C. April 10, 2009: ILAB Announces a Notice of Intent to Fund International Child Labor Elimination Projects in Fiscal Year 2009

ILAB intends to obligate approximately USD 20 million to organizations to address child labor internationally through education. ILAB intends to award cooperative agreements to support efforts to address exploitive child labor in the following four countries: Guatemala, Indonesia, Nepal, and Rwanda.
