The Professional Responsibility Unit (PRU) is a criminal investigative unit whose primary function is to investigate allegations of misconduct by Service law enforcement officers from both the Office of Law Enforcement and the National Wildlife Refuge System and their supervisors. The PRU works directly for the Assistant Director, Office of Law Enforcement. The PRU is located at the National Conservation Training Center in Shepherdstown, West Virginia and can conduct investigations in all states and U.S. territories.
The PRU conducts both criminal and administrative investigations for the Service of other non-law enforcement Service employees when asked based on the seriousness of the alleged offense. It also handles matters that do not fit elsewhere and other special assignments as well as workplace violence threats and threats made to Service employees.
The PRU maintains a hotline answering service and email system to facilitate the reporting of allegations of misconduct, fraud, waste, abuse, and/or mismanagement in U.S. Fish and Wildlife Service (FWS) programs or operations. You are encouraged to contact the PRU Special Agent in Charge K. A. Toomey directly.
