Management

Management is responsible for the internal management and policy of the Department in the areas of budget, planning, human resources, information and technology management, financial management and accounting, procurement, privacy, records, and administrative services to Departmental (Headquarters) Offices.​

The Assistant Secretary for Management, Chief Financial Officer, and Chief Performance Officer (ASM/CFO/CPO) is the principal policy advisor to the Secretary and Deputy Secretary on the development and execution of the budget for the Department of the Treasury and the internal management of the Department and its bureaus. The ASM/CFO/CPO
also serves as the Director of the Office of Small and Disadvantaged Business Utilization, and oversees Department-wide management programs including human resources, information and technology management, financial management and accounting, strategic planning, performance budgeting/metrics, acquisition/procurement, training, human capital and workforce management, equal employment opportunity, environmental health and safety, emergency preparedness, small business programs, and administrative services for the Departmental Offices.
Chief Information Officer
The Office of the Chief Information Officer (OCIO) provides leadership to the Department and its Bureaus in all areas of information and technology management. OCIO supports Treasury's Mission by implementing strategies that improve the efficiency and performance of Treasury information technology (IT) systems and business processes. OCIO has Department-wide responsibility for the direction and development of Treasury’s IT strategy, management of IT investments, and leadership of key technology initiatives.
 
Deputy Chief Financial Officer
The Office of the Deputy Chief Financial Officer (DCFO) provides policy advice to the Assistant Secretary for Management/CFO and other executives on all Department-wide financial management matters and has Department-wide responsibility for implementing the provisions of the Chief Financial Officers Act of 1990 and the Government Management Reform Act of 1994. This office publishes the Performance and Accountability Report, oversees the Treasury Franchise Fund and manages the Office of Asset Management.
 
Departmental Offices Operations
The Office of the Deputy Assistant Secretary for Departmental Offices Operations has responsibility for providing management and administrative support for the offices and employees in the Department’s headquarters offices (Departmental Offices).  The office oversees the Department’s headquarters facilities, as well as offices which provide various support functions in the areas of renovations, travel, historical preservation and curatorial services, telephone operator services, special events, food services, asset management, safety/health/environmental compliance, and printing and graphics.

D.C. Pensions
The mission of the Office of D.C. Pensions is to implement the Secretary’s responsibilities under the Balanced Budget Act of 1997, Public Law 105-33 (111 Stat. 251), and to make timely and accurate Federal benefit payments associated with the District of Columbia Retirement Programs for police officers, firefighters, teachers and judges. Emergency Programs
The Office of Emergency Programs coordinates and facilitates the Department’s emergency programs, working with other partners on national security and emergency preparedness initiatives.  Emergency Programs is responsible for the development and maintenance of policies, plans, and procedures to support those initiatives as well as the associated training, tests, and exercises.  Office functional areas include emergency management, continuity of operations, and continuity of government, emergency communications, and shelter in place/ evacuation. If you are affected by a disaster, please visit DisasterAssistance.gov, the nation's first stop for disaster relief. 
 
Human Resources/CHCO
The Office of the Deputy Assistant Secretary for Human Resources and Chief Human Capital Officer (DASHR/CHCO) is responsible for Department-wide policy and oversight in all areas of human capital management, including employment and staffing, compensation, benefits, executive resources, succession planning, labor and employee relations, workforce development, performance management, diversity management, equal employment opportunity and other human capital functions. The Office also provides for the full range of human resource services to support operations of Departmental Offices. The DASHR/CHCO represents the Treasury Department on several government-wide councils, including the OPM Chief Human Capital Officers’ (CHCO) Council and the Intelligence Community CHCO Council, chairs the Department’s Human Capital Advisory Council and is a member of the Treasury Human Capital Board. The Office is also the business owner of HR Connect, the Department’s automated human capital management system as well as an OMB approved HR Line of Business.

Management and Budget
The Office of the Deputy Assistant Secretary for Management and Budget (DASMB) has responsibility for strategic planning, budget formulation, organizational issues, and program evaluation.  The DASMB oversees the strategic planning processes and the implementation of the Government Performance and Results Act, analyzes resource requests and allocations, as well as budget execution. This responsibility includes making recommendations to departmental offices and bureaus on budget priorities and strategies.  The DASMB prepares and coordinates the annual budget submission for the Department to OMB, and works with OMB on the Department’s portion of the President’s Budget. The office also formulates, manages, and directs the budget process for Departmental Offices. 

Office of the Deputy Assistant Secretary for Privacy, Transparency, and Records
The Office of the Deputy Assistant Secretary for Privacy, Transparency, and Records oversees the protection, access, and disclosure of Treasury's information assets and the assurance that information the Department collects is being maintained within all legal requirements.  The office components include the Office of Privacy and Civil Liberties, Office of Disclosure Services, Treasury Records, Treasury Library, and the Orders and Directives Program.
 
The Senior Procurement Executive (SPE) manages two offices. The Office of the Procurement Executive (OPE) is responsible for Department-wide acquisition management; provides policy, process, career management and continuous improvement guidance for procurement programs and systems; evaluates bureau procurement operations using balanced scorecard performance measures; directs and expands the use of streamlined, cost effective best value procurement strategies while optimizing small and disadvantaged business participation. This office also administers a Department-wide career management program for acquisition professionals. The SPE also oversees the Procurement Services Division, the operational procurement organization that serves the Departmental Offices.
 
The Director of the Office of Small Business Programs serves as the principal adviser to the Director (OSDBU) and the bureaus on matters relating to the development, evaluation and implementation of Federal and Treasury small business procurement program policies and regulations. Furnishes authoritative advice and guidance, establishes proposed positions for the Department on major small business program issues, and takes positive action to reconcile conflicting views in order to develop uniform Departmental small business programs. Cooperates and consults, on a regular basis, with the Small Business Administration (SBA), especially with respect to the functions described in Sections 8 and 15 of the Small Business Act, (P.L. 85-536).
