SSB Strategic Plan
The SSB continually strives to make the use of economic and socio-cultural information a meaningful part of the fisheries management process. We have recently implemented a strategic plan and execution process using a Balanced Scorecard methodology to help us continually improve our contribution to the achievement of the missions NMFS and NOAA. The following five high level objectives related to our internal processes were identified to help us meet our vision and mission. We are currently in the process of developing strategic measures for all of our key objectives and aligning all of our branch initiatives to our objectives. We are also reviewing our strategic plan in light of the External Program Review that was conducted of the Social Sciences Branch in August 2011.
SSB Objectives
>> Clearly articulate our role and contributions and effectively communicate our products to internal and external stakeholders
Interviews and our internal evaluation results identified a need for SSB to improve our communication with our internal and external stakeholders. Three different specific areas were identified related to this objective:
- Clearly articulate role and contributions and communicate products to external stakeholders.
- Make our communication with stakeholders more effective.
- Improve internal communications and advocacy in NMFS.
>> Develop relevant, high quality and integrated research products.
Ensure that the SSB is able to continue expanding its contribution to the production of innovative, high quality and policy-relevant scientific research products. This involves three related yet different areas:
- Ensure products are appropriately integrated
- Leverage collaborative partnerships with stakeholders for more effective research
- Create our research agenda based on systematic assessment of stakeholder needs and evolving research in our fields
>> Delineate clear working parameters, roles and responsibilities with resource managers.
Social science expertise is sought in developing resource management alternatives by the Councils, TRTs, and other resource management authorities. This objective involves continually defining the appropriate roles and responsibilities of SSB staff in the resource management process and ensuring we provide innovative research to support the management process.
>> Ensure social science concepts and theories are provided at the appropriate time in the management decision-making process.
>> Strengthen our connections with the field
This objective includes not only expanding fieldwork for systematic research but also intersects with other objectives that involve more regular interaction with those stakeholders at the industry and community levels that are being directly affected by changes in resource availability and management actions. Our goal is to have staff spend more time in the field making contacts and conducting research.
