Important Notes: 

As of November 1, 2016, all foreign passport holders who apply for U.S. visas and all American citizens who apply for new U.S. passports or to renew existing U.S. passports, must remove their eyeglasses in their application photos.  We can no longer accept photographs of visa and U.S. passport applicants wearing eyeglasses, except in rare, medically-documented circumstances such as recent surgery that is documented with a signed statement from a medical professional. Applications that fail to meet these requirements will not be accepted and the applicants will be required to submit new conforming photos before their applications can be processed. To avoid delays in your travel, please ensure you are not wearing glasses in your visa or U.S. passport application photographs. Thank you for your cooperation.

Welcome to the American Citizen Services (ACS) pages of the U.S. Consulate in Shenyang. We consider the provision of services to American citizens in our district (Liaoning, Jilin and Heilongjiang provinces) as one of our most important missions.

In addition to routine consular services (such as passport renewals and birth registrations), we also provide assistance to U.S. Citizens in emergencies, including arrests, deaths and crisis situations.  

ACS Routine Services

American Citizen Services hours are provided by appointment only on Monday and Thursday afternoons between the hours of 2:00 and 4:00pm, except for holidays.

We welcome applications for U.S. passports, reports of birth, notarials and affidavits, and other services during that time. 

All visitors for routine consular services and inquiries must make an appointment through our ACS online appointment system.

Security Regulations

No electronic or metal items are allowed to be brought into the Consulate compound such as knives, cigarette lighters, laptops, PDAs, cell phones and cameras, etc.  

Luggage and bags are not allowed to be brought into the Consulate. 

No food and drinks are allowed to be brought into the Consulate.
