EPA New England is working with partners to develop outreach, workshops and tools to assist those working to prevent sewage overflows and improve the management of water/wastewater systems. We have ongoing efforts on CMOM (Capacity, Management, Operation and Maintenance), Asset Management and energy management.

Wastewater Treatment Facility, Office of Water Resources, Rhode Island Department of Environmental Management
The Operation & Maintenance program inspects and monitors wastewater
facilities to ensure compliance with permit requirements, approves operation & maintenance
manuals, reviews operational failures that result in violations, and provides certification, training and assistance
to wastewater personnel.

NPDES Training, USEPA Office of Water
The NPDES Permitting program offers training courses, workshops, and webcasts
to explain the regulatory framework and technical considerations of the
NPDES Permit program. These courses are designed for permit writers, dischargers,
EPA officials, and other interested parties.
Asset Management, USEPA Office of Water
Each utility is responsible for making sure that its system stays in good
working order-regardless of the age of components or the availability of
additional funds. For wastewater management utilities, asset management
can be defined as managing infrastructure capital assets to minimize the
total cost of owning and operating them, while delivering the service levels
customers desire. Asset management programs with long-range planning,
life-cycle costing, proactive operations and maintenance, and capital replacement
plans based on cost-benefit analyses can be the most efficient method of
meeting this challenge. The EPA Office of Water works in collaboration
with partner organizations to host and co-sponsor training sessions and
facilitate discussions on best practice in Advanced Asset Management.

Technical Assistance and Training Grants, US Department of Agriculture
The objectives of this program are to identify and evaluate solutions
to water and waste disposal problems in rural areas, assist applicants
in preparing applications for water and waste grants made at the State
level offices, and to improve operation and maintenance of existing water
and waste disposal facilities in rural areas.
