NRCS Conservation Programs
Farm and Ranch Lands Protection Program (FRPP)
The Farm and Ranch Lands Protection Program (FRPP) provides matching funds to help purchase development
rights to keep productive farm and ranchland in agricultural uses. Working through existing programs, USDA
partners with State, Tribal, or local governments and non-governmental organizations to acquire
conservation easements or other interests in land from landowners. USDA provides up to 50 percent of the
fair market easement value of the conservation easement.
The Agricultural Act of 2014 (enacted on February 7, 2014) moved authority for FRPP easements to
the Agricultural Conservation Easement Program (ACEP).

Financial Information
The Financial Information section presents data from the USDA Office of the Chief
Financial Officer's Financial Management Modernization Initiative (FMMI) system and
its predecessor, the Foundation Financial Information System (FFIS). The Financial Information
presented here is Total Obligations which the Government Accountability Office defines as
binding agreements (orders
placed, contracts awarded, services rendered, etc.) that will result in outlays,
immediately or in the future. Before obligations can be incurred, budgetary resources
must be made available by Congress. The obligations displayed for each year are the total
obligations reported as of the end of each fiscal year. Subsequent adjustments after the
close of the fiscal year are not included.
There are three categories of Total Obligations presented below:
- Technical Assistance (TA) Obligations
refer to the scientific expertise, natural resource
data, tools, and technology that USDA NRCS personnel provide to help producers, landowners,
and communities develop conservation plans and implement conservation practices to solve
natural resource problems at the field, operation, or larger landscape scales. NRCS is the
lead agency for providing technical assistance for USDA.
- Financial Assistance (FA) Obligations
refer to the commitment of funds to contracts for payments that will be made to program
participants for the purchase of easements, which can provide both on-site and
off-site conservation benefits.
- Reimbursable funds can be used to provide Technical or Financial Assistance,
but are received from sources other than NRCS. They can also be transfers from or agreements with
other Federal agencies.
Financial data should not be incorporated with the programmatic enrollment data provided below to
derive a cost/acre or cost/agreement. Among other reasons, such calculations will not produce accurate
results since both technical assistance and financial assistance obligations for associated conservation
practices are included in these data, in addition to the obligations used for purchasing easements.

Conservation Easements
The Farm and Ranch Lands Protection Program (FRPP)
provides matching funds to State, Tribal, or local governments and non-governmental
organizations with existing farm or ranch land protection programs to purchase permanent
conservation easements. Prior to enrollment, landowners agree to sell a conservation easement,
limiting the non-agricultural development rights on the enrolled acres, to the local farm or
ranch land protection program. Upon enrollment, NRCS agrees to provide financial assistance
to the local program, by contributing up to fifty-percent of conservation easements fair market
value to the purchase of the easement. NRCS reimburses the local program for this portion of the
purchase price after closing.
The table below reports the number
of FRPP easement contracts signed during each contract fiscal year, and the acres associated
with those contracts, as well as the cumulative totals for contracts signed prior to the 2008
Farm Act.
There were no new FRPP contracts signed in 2014.

2008, should name the United States as a grantee in the deed of easement. In other fiscal
years, the United States should have received a contingent right or a right of enforcement
in the deed of easement.
• Enrollment acres are initially reported at the end of each fiscal year. Subsequent
acreage reports for prior year enrollments are subject to change as acres are finalized through
legal surveys, agreements are cancelled, or other modifications occur in the fiscal years following
initial enrollment. Enrollment numbers for each year are based on acres in pending and acquired
parcels as of the date the data was extracted.
