NAVAL EDUCATION AND TRAINING SECURITY ASSISTANCE FIELD ACTIVITY (NETSAFA)

NETSAFA is the U.S. Navy’s agent for international education and training. They coordinate training support to international governments and international organizations. As a field activity of the Naval Education and Training Command (NETC), they serve as a focal point for all Security Assistance training program issues, coordination and advice within the U.S. Navy. NAVSCIATTS works closely with NETSAFA to ensure:

  • Effective requirement planning (quotas);
  • Appropriate reimbursement and allocation of billets;
  • International students are prepared for training: and,
  • Congressional reporting requirements are met.

NETSAFA is the Case Administering Office and Case Manager for all U.S. Navy Foreign Military Sales (FMS) Training Cases and Administrate Grant funded Training and Education programs to include International Military Education and Training (IMET), Counter Terrorism (CT), Counter Drug (CD), Foreign Military Financing (FMF) and other Title 22 and Title 10 programs.

NETSAFA is also the billing and course costing activity for U.S. Navy Security Cooperation Training and Education programs and the administrator of Field Studies Programs (FSP).

THE NAVY INTERNATIONAL PROGRAMS OFFICE (NAVY IPO)

Navy IPO manages and implements International Security Assistance programs, Cooperative Development programs, and Technology Security policy. As a reporting unit to the Assistant Secretary of the Navy for Research, Development and Acquisition, they support Regional Combatant Commanders and Navy leadership efforts in building relationships with maritime security partners around the world to include:

  • Interacting with foreign defense establishments;
  • Building defense relationships that promote specific U.S. security interests;
  • Developing allied and friendly military capabilities for self-defense and multinational operations; and,
  • Providing U.S. forces with peacetime and contingency access to host nations.

DEFENSE SECURITY COOPERATION AGENCY (DSCA)

DSCA is the central agency that synchronizes global security cooperation programs, funding and efforts across the Office of the Secretary of Defense, Joint Staff, State Department, COCOMS, the services and U.S. industry. DSCA is responsible for the effective policy, processes, training, and financial management necessary to execute Security Cooperation within the U.S. Department of Defense.

THE DEFENSE INSTITUTE OF SECURITY ASSISTANCE MANAGEMENT (DISAM)

DISAM provides professional education, research, and support to advance U.S. foreign policy through security assistance and cooperation.

DISAM’s mission goals are to:

  • Develop a professional Security Cooperation workforce and build partner capacity through education and career development programs;
  • Provide research and consultation services to the Security Cooperation community and international partners;
  • Conduct a public information program for the Security Cooperation community and international partners; and,
  • Develop and maintain selected IT programs for the Security Cooperation community and international partners.

JOHN C. STENNIS SPACE CENTER (SSC)

NAVSCIATTS is co-located on SCC with Naval Special Warfare Group – 4’s Special Boat Team - 22.

SSC is home to America's premier rocket engine test complex, the NASA facility where engines for all manned Apollo and space shuttle flights have been tested and where next-generation engines that will once again carry humans into deep space will be tested.

SCC is also home to more than 30 resident agencies, which includes federal, state, academic and private organizations and numerous technology-based companies.
