Environmental Assessment for Le’Atele Elementary School Buildings Replacement, Fagasa, American Samoa, (May 2013)
The American Samoa Department of Education (ASDOE) has applied to the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) for funds to replace three buildings at the Le’Atele Elementary School in Fagasa Village that were severely damaged by the September 29, 2009, tsunami that caused major devastation in the United States territory of American Samoa. The objective of the FEMA Public Assistance (PA) Program is to provide assistance to State, territorial, Tribal, and local governments, and certain types of private nonprofit organizations so that communities can quickly respond to and recover from major disasters or emergencies declared by the President. This EA has been prepared according to the requirements of NEPA, the Council on Environmental Quality (CEQ) regulations implementing NEPA (40 CFR Parts 1500–1508), and FEMA’s implementing regulations (44 CFR Part 10).
