Preparedness (Non-Disaster) Grants

FEMA provides state and local governments with preparedness program funding in the form of Non-Disaster Grants to enhance the capacity of state and local emergency responders to prevent, respond to, and recover from a weapons of mass destruction terrorism incident involving chemical, biological, radiological, nuclear, and explosive devices and cyber-attacks.

Authorized Equipment List (AEL)

The AEL is a tool used to determine allowability of equipment types for FEMA’s Preparedness Grant Programs. The AEL is used to facilitate more effective and efficient procurement of items under specific FEMA Preparedness Grants by informing grantees of equipment items allowed under specific grant programs and relevant programmatic considerations associated with each equipment item.  The AEL consists of 21 equipment categories, which are then divided into sub-categories, and then individual equipment items.

Law Enforcement Terrorism Prevention Activities (LETPA)

Federal support for Law Enforcement continues to be a priority for the Department of Homeland Security and the Federal Emergency Management Agency.  One way in which this is accomplished is through the funding of Law Enforcement Terrorism Prevention Activities (LETPA).  The Fiscal Year 2008-2015 LETPA Funding Report is available for download.  The report provides both historical funding levels as well as project-level descriptions provided by grant recipients throughout the Nation.  Questions regarding this report can be directed to askcsid@fema.dhs.gov.

Information Bulletin No. 412 - Law Enforcement Terrorism Prevention Activities - A Critical Requirement of the Homeland Security Grant Program provides additional guidance and priorities regarding the Homeland Security Grant Program’s law enforcement terrorism prevention activities requirement.

Prohibited and Controlled Equipment

On January 16, 2015, President Barack Obama issued Executive Order 13688, “Federal Support for Local Law Enforcement Equipment Acquisition” (EO), to identify actions that can improve federal support for the appropriate use, acquisition, and transfer of controlled equipment by state, local, tribal, and territorial law enforcement agencies.  The EO established a federal interagency Law Enforcement Equipment Working Group, which consulted with stakeholders and deliberated to develop the recommendations that are now requirements for all preparedness grants awarded after October 1, 2015.

Permanent Working Group on Law Enforcement Equipment

The Permanent Working Group on Law Enforcement Equipment (PWG) was established to implement Recommendations to the President pursuant to Executive Order 13688. The Recommendations, which were accepted by the President on May 18, 2015, harmonize Federal procedures governing the provision of certain equipment to Law Enforcement Agencies (LEAs) and ensure that LEAs have proper policies and training in place regarding the appropriate use of equipment provided through Federal equipment programs. The PWG is a federal inter-agency working group co-led by the Departments of Justice, Homeland Security, and Defense, with members from the Departments of Education, Interior, and Treasury, and the General Services Administration.
