Contract Audit & Review Services (CA&RS) BPA

The Contract Audit & Audit Review Services Department-wide Blanket Purchase Agreement (BPA) provides a full range of audit services including, but not limited to, audits, attestation engagements, and non-audit services provided by audit organizations, such as professional advice on accounting and financial matters to assist in the negotiation, award, administration, re-pricing and settlement of contracts and financial assistance instruments. This BPA was competed under GSA Schedule 520-7. Services will be performed at the DHS contractor locations where there is no onsite DCAA auditor presence.

Under this BPA, DHS components may place orders on a Firm-Fixed Price (FFP) and Time and Material (T&M) or a combination of the two depending on the audit services requested.

• Enables streamlining and standardizing acquisition processes and procedures throughout the Department;
• Establishes DHS-specific contract terms and contract spending ceilings applicable to current and planned requirements of the Department’s component organizations;
• Facilitates standardization, operational, and management requirements from an enterprise-wide perspective;
• Establishes a DHS partnership with industry and allows industry to become accustomed to DHS culture, practices, and issues;
• Establishes pricing structure based on DHS’s size in the marketplace to drive greater discounts; and
• Achieves process efficiency and potential cost avoidance.

Period of Performance (POP)

One base year + 2 one-year option years (8/28/2012 - 8/27/2015) - Note: Task orders for services issued in the final year of the BPA shall not exceed 12 months after the BPA ordering period end date.
