Rulemaking

Rulemaking is the process of drafting rules with public input. Procedures for rulemaking in the state are outlined in the Minnesota Administrative Procedure Act, Minnesota Statutes Chapter 14, and the rules of the Office of Administrative Hearings, Minnesota Administrative Rules., Chapter 1400.
 
The Minnesota Department of Public Safety (DPS) adopts rules to implement or make-specific a law applicable to DPS. This includes notifying the public of intent to adopt rules and maintaining a current, public rulemaking docket.
 
Email or phone an "Agency Contact" to learn more about a particular rule; or to obtain a copy of proposed rules, written comments on proposed rules, and time and location of public hearings.
