We're moving along with the development of the National Mitigation Framework and we recently drafted the framework’s guiding principles. These principles capture basic mitigation values, and will help shape framework development and implementation.

How you can participate:

  • Download and read (PDF) the guiding principles.
  • And then share your ideas (and comments) and let us know what you like about the guiding principles. This will help us know we’re on the right track.

Thank you for your continued assistance.

More FEMA Fluff

This document is a bunch of fluff. What does it even mean and whats the point? Something else FEMA wasted time on that provides absolutely no value to the locals. It sounds more like FEMA is preparing to tell locals to start paying for their own mitigation plans and projects. If that's the case, what's the point of FEMA even having mitigation?

Side effects of Mitigation and Risk

Risk and Mitigation Be careful that in trying to mitigate one area that it does not adversely affects other areas. Case in point. The National flood insurance says that if you build a 500 year leave you have a less than 2 percent chance so you don’t have to pay flood insurance. It does not exclude new development. Now everyone wants to develop in a flood plain and build a levee around it. The problem is what happens ...more »

Terrorism Modus Operandi Alerts

Since most terrorists generally know their planned targets, and they are trained in a particular mode of operation (modus operandi/ M.O.), I am of the opinion that their attack planning can be delayed and harmed by keeping the public appropriately advised ... similar to what we do with "Amber Alerts" for a missing child. If the terrorists believe that an informed public knows how to identify them, and their activities, ...more »

Wide Area Rapid Notification

I think our question on the conference call today was either not clearly stated on our behalf or misunderstood by members on the call; We POSSESS technology NOW that can broadcast an EMS message to millions of people simultaneously from one source or a number of sources REGARDLESS of whether anyone has a working TV, radio, cell phone or not. There is much discussion about gathering information and likewise how to communicate ...more »

Campaign: Mitigation Framework: Guiding Principles

Locally Focused Implementation

I think if FEMA is serious about empowering local leaders to embrace ownership of building resilient and sustainable communities, then FEMA should give grants directly to those communities. I know the laws, rules and regulations don't allow for that, but perhaps that should be a change FEMA works with Congress to make. If we say locals know their true risk and vulnerabilities, then why would we let the States decide ...more »

Mit Framework: Risk Section

I dont like this section much. This section seems to talk about resilience, preparedness, and bunch of other things. I'm not sure how "Risk" is a guiding principle. I can see an "Accurate Risk Assessment" helping to guide mitigation but the current section is confusing. Also, I don't like how the current "Risk" section talks about how a "Risk and Disaster Resilience Assessmnet" is used to prioritize vulnerabilities. ...more »
