We're moving along with the development of the National Mitigation Framework and we recently drafted the framework’s guiding principles. These principles capture basic mitigation values, and will help shape framework development and implementation.

This document is a bunch of fluff. What does it even mean and whats the point? Something else FEMA wasted time on that provides absolutely no value to the locals. It sounds more like FEMA is preparing to tell locals to start paying for their own mitigation plans and projects. If that's the case, what's the point of FEMA even having mitigation?

Risk and Mitigation Be careful that in trying to mitigate one area that it does not adversely affects other areas. Case in point. The National flood insurance says that if you build a 500 year leave you have a less than 2 percent chance so you don’t have to pay flood insurance. It does not exclude new development. I think our question on the conference call today was either not clearly stated on our behalf or misunderstood by members on the call; We POSSESS technology NOW that can broadcast an EMS message to millions of people simultaneously from one source or a number of sources REGARDLESS of whether anyone has a working TV, radio, cell phone or not. need better way to get credits for FEMA courses you take and that colleges will accept them, what good is taking courses and colleges that have degrees in emergency management don't take them , then FEMA should'nt support this institutions if there not going to credit you for taking them. I have to because of my job as a EMA Coordinator the state of Pa requires them

I think if FEMA is serious about empowering local leaders to embrace ownership of building resilient and sustainable communities, then FEMA should give grants directly to those communities. I know the laws, rules and regulations don't allow for that, but perhaps that should be a change FEMA works with Congress to make. I dont like this section much. This section seems to talk about resilience, preparedness, and bunch of other things. I'm not sure how "Risk" is a guiding principle. I can see an "Accurate Risk Assessment" helping to guide mitigation but the current section is confusing. Also, I don't like how the current "Risk" section talks about how a "Risk and Disaster Resilience Assessmnet" is used to prioritize vulnerabilities. ...more »

I would love to see these two buzz words deleted. Once a new administrations comes in we won't be using these words. Besides, nobody seems to agree to what they mean in the realm of emergency management. I think the Mitigation Framework should be written without these undefined terms.
