Locally Focused Implementation

I think if FEMA is serious about empowering local leaders to embrace ownership of building resilient and sustainable communities, then FEMA should give grants directly to those communities. I know the laws, rules and regulations don't allow for that, but perhaps that should be a change FEMA works with Congress to make. If we say locals know their true risk and vulnerabilities, then why would we let the States decide which locals get mitigation grants. The State doesn't know all the local risks for each community, so why is the State prioritizing which communities get FEMA mitigation grants. What seems like a small issue in the States eyes could be catastrophic for a community. I'd love to hear ideas of how to empower the locals more in regards to receiving mitigation funds.
