Government Shared Services

Treasury Franchise Fund – The Treasury Franchise Fund (TFF) provides Treasury Bureaus and outside agencies support services on a competitive and fully cost-reimbursable basis. The TFF creates and maintains a business relationship and environment that promotes customer participation and satisfaction through delivery of quality performance, teamwork, and continuous improvement, both in service delivery and economic benefit. The TFF achieves cost savings, promotes economies of scale, and increases productivity and efficiency in the use of resources by providing centralized services. The Administrative Resource Center (ARC) and Shared Services Programs (SSP) are service providers within the TFF.

Administrative Resource Center (ARC) - ARC is part of Treasury's Bureau of the Fiscal Service and provides a full range of administrative services for various federal agencies.  ARC has been designated as a Federal Shared Service Provider for financial management.

Shared Services Programs (SSP) - The Shared Services Programs within the Treasury Franchise Fund provide common administrative services that benefit customers both within Treasury and outside agencies. The SSP provide these services on a centralized basis, where they can be administered more advantageously and more economically than they could be provided otherwise. Enterprise Business Solutions - EBS provides full lifecycle HR processing such as recruiting, personnel actions, payroll, and new employee processing to its customers a variety of services available through four distinct product suites; Enterprise Content Management, Enterprise Data Management, HR Connect, and Web Solutions.

Enterprise Infrastructure Operations - This business activity provides enterprise wide infrastructure capabilities, telecommunications capabilities, a secure enterprise data network, as well as the Treasury-wide services for personal identity verification, credential and access management compliance.

Printing & Graphics Services - These services include printing and graphics, printing procurement, and digital printing. The Digital Print Center provides quick-turn-around digital printing of black and white and color copying, document scanning, and bindery services to customers. The Graphics Program provides expert design services to customers, creating and reproducing the highest quality digital graphics for presentations, special event displays, and print and electronic publications. The Printing Procurement program provides contract printing services to customers, and assists customers in planning and designing printed publications.

Cyber Security - This business activity is tasked with protection of cyber assets through strong policy, constructive measures, and stakeholder cooperation. Cyber Security works collaboratively with internal and external stakeholders and colleagues to leverage available expertise, take advantage of lessons learned, reduce duplication of effort, and ensure Treasury's interests are represented in government-wide forums to achieve and maintain an effective, realistic level of security based on risk management principles that can address changing threats and vulnerabilities

Treasury Operations Excellence - Provides Lean Six Sigma training and other services to help its customers use entrusted resources more effectively and efficiently; Areas of support include strategic development, organizational development and design, operational analysis, process development and improvement, project management, facilitation, and consultation.

TreasuryDirect Services for Governments - TreasuryDirect.gov lists several services to government agencies in relation to Treasury securities. TreasuryDirect.gov is a service of the Bureau of the Public Debt.

Invoice Processing Platform - Invoice Processing Platform, provided by the Department of the Treasury's Bureau of the Fiscal Service, is a government-wide, secure, web-based, electronic invoice exchange network connecting federal agencies and their suppliers. IPP enables Federal agencies to receive invoices electronically from their suppliers, transforming existing paper-based invoice approval processes into a streamlined electronic process that integrates with existing agency core financial systems. IPP's single point of entry allows suppliers to invoice multiple IPP-enrolled agencies either via online or batch invoice submission. Suppliers can view and receive notification of payments (including debt offsets) associated to their invoices via IPP. Use of the IPP service is available at no charge to all Federal agencies and their suppliers.

Treasury's Public Key Infrastructure (PKI) - Treasury's PKI is a combination of policies, procedures and technology that provide a high degree of trust in Treasury personnel, systems and data which is achieved through the use of Treasury-issued digital certificates. Treasury certificates bind digital information to physical identities to allow a high degree of assurance to be placed in those identities. Treasury's PKI lends the following security services to the enterprise: authentication, confidentiality, integrity, and non-repudiation. Treasury's PKI is well-known throughout the Federal Government, and is extended to its trading partners and other Government organizations that conduct business with the Department in a secure manner. Additionally, Treasury offers its digital certificate services to other Agencies through the Federal Shared Service Programs (SSP) program.
 
 
Conference, Event, & Meeting Services (CEMS) - CEMS provides meeting and conference planning and coordination services. A team of dedicated and certified event planners will provide support and service to meet the needs of customers in the areas of meeting, special event and conference planning and logistics, event program management (including procurement), meeting room scheduling and set up, protocol, and culinary arts.
