FTA WMATA Corrective Actions

FTA's WMATA Corrective Action Plan (CAP) Tracking Table monitors WMATA's progress in implementing corrective actions to resolve FTA-identified safety deficiencies to improve safety for passengers and transit workers. The table tracks CAPs approved by FTA as well as CAPs assumed by FTA from the Tri-State Oversight Committee, which previously provided safety oversight of the Metrorail system. FTA will close a corrective action after WMATA requests closure and FTA verifies that WMATA has demonstrated successful implementation of the CAP.

Notes:

1 For each CAP, WMATA must submit a closure request to FTA, then FTA will conduct a comprehensive verification process.  A CAP will be closed after FTA verifies that WMATA has demonstrated successful implementation. Closure request dates for CAPs vary and are proposed by WMATA and accepted by FTA.  FTA uses the closure request date to assess the status of a particular CAP.

2 Within 90 days of FTA issuing a safety directive, WMATA must submit a comprehensive CAP to FTA that identifies the specific actions that will be performed to address the required actions; the milestone schedule for completing the actions; the responsible parties for action; and the verification strategy for ensuring the completion of required work. FTA reviews and approves (with revisions as necessary) WMATA's comprehensive CAP, then subsequently monitors and verifies the agency's progress in resolving each required action.

  • FTA issued Safety Directive 15-1 on June 17, 2015, in coordination with a Safety Management Inspection report that addressed both Metrorail and Metrobus issues.  FTA has approved the WMATA CAP for this safety directive.
  • FTA issued Safety Directive 16-2 on December 15, 2015, to temporarily assume safety oversight of WMATA Metrorail from the Tri-State Oversight Committee (TOC), including all TOC-approved CAPs that remain open.  FTA has approved the WMATA CAP for this safety directive.
  • FTA issued Safety Directive 16-4 on August 8, 2016, in coordination with a Track Integrity Investigation report.  FTA has not yet approved the WMATA CAP for this safety directive. 
  • FTA issued Safety Directive 16-5 on August 15, 2016, in coordination with a Stop Signal Overrun Investigation report.  FTA has not yet approved the WMATA CAP for this safety directive. 
  • FTA issued Safety Directive 16-6 on August 24, 2016, in coordination with a Rail Vehicle Securement Investigation report.  FTA has not yet approved the WMATA CAP for this safety directive. 

3 Depending on the nature and complexity of a particular CAP, it can be under review by FTA for a few weeks, several months or longer.

4 A CAP may be past due because WMATA did not submit a closure request by the agreed-upon date, WMATA made a late submittal of the closure request after the agreed-upon date, or FTA rejected the closure request as insufficient and requires WMATA to take additional action.
