California Pilot Arrested for Operating an Aircraft Without a License

Summary

On April 27, 2016, DOT-OIG agents arrested Arnold Leto III based on a criminal complaint filed in U.S. District Court, Los Angeles, CA, charging that he operated and served as an airman without an airman’s certificate.

According to the criminal complaint, Leto piloted aircraft with passengers without authorization. FAA records revealed that he operated aircraft in San Diego, CA, Orange County, CA, Los Angeles, CA, San Francisco, CA, Las Vegas, NV, Tucson, AZ, Chicago, IL, and Indianapolis, IN. On January 12, 2016, FAA issued an Emergency Order to revoke Leto’s pilot license because he was operating an aircraft he was not certified to fly. As recently as April 8, 2016, Leto was observed at Van Nuys, CA, airport piloting an aircraft with passengers. Air traffic control data confirm that his plane has operated several flights since his license revocation.
