What Must be Done
Determine which service shortfalls/opportunities the FAA intends to resolve.
Incorporate highest priority shortfalls/opportunities into the Enterprise Architecture.
Plan for concept and requirements definition when investment action is needed.
Who Does It
Service organizations conduct service analysis - NextGen and IT offices assist.
Lines of business prioritize shortfalls and needs within their service domain.
Technical Review Board and Architecture Review Board work with lines of business to time-sequence new service shortfalls and needs into the Enterprise Architecture.
Who Approves
Joint Resources Council approves the FAA Enterprise Architecture.
FAA Enterprise Architecture Board approves EA products and amendments.
NextGen Lifecycle Integration Office and Director of the service organization with the need approve the preliminary shortfall analysis report.
Vice Presidents (ATO) or Directors (other LOBs) of the performing and operating service organizations and the FAA Enterprise Architecture Board chairperson approve the plan for CRD.

NAS ConOps Change Process
Determine whether new service ideas and concepts should become part of the National Airspace System Concept of Operations
What Must Be Done
Validate new concepts for inclusion in the NAS ConOps.
Develop business case for proposed operational capabilities.
Decompose approved operational sustainments and improvements into functional and performance requirements and investment increments.
Who Does It
Service organizations develop and validate new operational concepts with assistance of multiple NextGen and LOB organizations.
Who Approves
NextGen Management Board approves changes to the NAS ConOps and new operational capabilities. (Joint Resources Council concurs)
