MANPOWER &
MANAGEMENT
People are
the Army’s most important resource. The Manpower and Force
Management Analyst’s challenge is to ensure that Army
organizations have the right number of people to do the job and an
efficient organizational structure which will best use its
personnel. This becomes a complex task, as the Army, on a
Congressionally-limited budget, is constantly preparing itself to
fight the battle of the future with new and modernized weapons,
doctrine and organizations. Manpower and Force Management
personnel help Army organizations adapt and change to accomplish
these new and evolving missions.
Management
Analysts assess the missions of Army organizations and, using
analytical tools, determine the amount of work to be done, the
number of people needed to do the work and the manner in which the
organization will operate to accomplish the mission.

Roles & Responsibilities
- Table of Distribution & Allowances (TDA):The
SRMC’s Manpower, Organizational & Mission Support
programs begin here through careful development, analysis and
evaluation. This includes providing assistance to SRMC HQ staff
and MTF manpower analysts on documentation and submission of
TDAs and other manpower and management requirements. Also,
performing management studies &/or surveys to include
documentation of required staffing levels, appropriate
utilization of personnel, logical functional relationships &
accurate workload factors. Click

- Automated Staffing Assessment Model (ASAM): The
SRMC provides regional oversight for the Automated Staffing
Assessment Modeling (ASAM). This is the Army Medical Command’s
Manpower HQDA-approved manpower requirements determination process. To

- A-76 Commercial Activities (CA): The
Commercial Activities Program is monitored on an ongoing basis
by the RMC. Coordination & technical guidance is provided to
the SRMC MTFs on the Commercial Activities Annual MTF
Inventory. Click

- Army Management Control Process (MCP): The
Army Management Control Process, and accompanying Annual
Statement of Assurance requires that key essential controls are
monitored and reported annually detailing the effectiveness of
these control systems. Management controls are those rules,
procedures, techniques and devices used to ensure that what
should occur in daily operations does occur, as well as to curb
fraud, waste and abuse of Army resources. For More information:
- Civilian Personnel Issues(HR):
Guidance is provided from this office to SRMC HQ staff and MTFs
on civilian personnel issues. All civilian personnel actions are
reviewed for accuracy prior to input into the DCIPS (MODERN-ART)
electronic
program. Senior Grade Hire Controls, Voluntary Early Retirement
Authority, Voluntary Separation Incentive Program &
Reduction in Force actions are other civilian personnel programs

- Support Agreements (ISA-SA):
The SRMC
provides guidance and assistance as needed in the preparation
of Support Agreements for the region. The objective of Support
Agreements is to reduce Defense costs through the elimination
of duplicate support services between DOD Activities, whenever
possible, without jeopardizing mission accomplishments. This
program provides for the exchange of administrative and
logistic support at installation level among military
services, DoD activities and Federal Agencies. No cost
agreements with city, county, State and Federal government
activities and with non-profit organizations can also be
established through Memorandums of Understanding (MOU) or
Memorandums of Agreement (MOA). For more on agreements,
