Clinical Operations


Mission: The mission of the Clinical Operations Division is to assist the RHC-C(P) Commander in oversight and support of clinical care in the Regional Health Command-Central (Provisional). This is accomplished by providing accurate, thorough and timely assessments of clinical issues that impact the command; developing courses of action and recommendations for the commander when required; providing program level administrative support to RHCC(P) subordinate commands covering clinical operations functional areas, major clinical programs and the commander's initiatives; reviewing and developing policy, plans and orders required to implement the Commander's directives; and providing administrative regional Nurse Corps and Medical Corps oversight and consultation.

Nurse Executive  210.295.5899 (DSN 421)

The Nurse Executive serves as the principal advisor to the RHCC(P) Commander on nursing practice and all issues related to nursing care and nursing personnel. The Nurse Executive is responsible for overseeing, coordinating, and performing (as necessary) the activities and actions required to support the RHCC(P)Commander and command staff in ensuring successful clinical operations, quality nursing practice, safe patient care, and clinical operational readiness of nursing staff assigned throughout the Region.

Quality Management Staff  210.295.2384 (DSN 421)

The Quality Management Staff provides guidance to and assists medical treatment facility (MTF) commanders and leadership teams in the oversight and coordination of all professional and allied health activities in quality and risk management, patient safety, medical management, clinical practice guidelines implementation, and Joint Commission continuous survey readiness.

The RHCC(P) Managed Care Office provides administrative and analytical oversight to numerous key programs supporting our 500,000 enrolled beneficiaries. The Managed Care Team is always available to support regional and local initiatives assisting our MTFs, staff and patients.

Patient Administration  210.221.8694 (DSN 421)

Patient Administration (PAD) provides services and expertise in the areas of medical records administration, data quality, HIPAA compliance, uniform business office, patient accountability and the Disability Evaluation System.

Pain Management Programs  210.221.8789 (DSN 421)

The RHCC(P) Pain Management Program is a comprehensive pain management plan that is holistic, multidisciplinary and multimodal in its approach. It uses state of the art research programs, and provides optimal quality of life for Soldiers and all patients with acute and chronic pain throughout the continuum of care.

Behavioral Health  210.295.2060 (DSN 421)

Responsible for Regional oversight of all aspects of program management, policy planning, resourcing, implementation and program evaluation for behavioral health, traumatic brain injury and tele-behavioral health.

Preventive Medicine  210.295.2409 (DSN 421)

The THCC(P) Preventive Medicine Team provides oversight for preventive medicine policies and monitors programs for the areas of disease surveillance, disease and injury control, occupational and environmental health, industrial hygiene, health physics, community health, food and water sanitation, health promotion, entomology and solid, hazardous, infections and regulated medical waste management. It also provides leadership and monitoring to ensure compliance with environmental, safety and occupational health requirements.
