The Joint Recon Program involves Triannual Reviews of Commitments and Obligations. Fundholders, with assistance from supporting offices, shall review commitment and obligation transactions for timeliness, accuracy, and completeness during each of the 4-month periods ending on January 31, May 31, and September 30 of each fiscal year. The requirement for reviews of commitments and obligations applies to all appropriations and funds of all DoD Components. This requirement applies both to direct appropriations and to all reimbursable transactions, as well as the Departments Revolving and Trust Funds including security assistance (i.e., FMS, credit funds, and grant funds).
