The NCIS mission is to investigate and defeat criminal, terrorist, and foreign intelligence threats to the United States Navy and Marine Corps-ashore, afloat, and in cyberspace.
Defense Central Index of Investigations (DCII) Appeal Process 

An individual or representative of a business entity who believes he/she, or the business entity represented, was wrongly titled or indexed in the Defense Central Index of Investigations (DCII) may appeal to obtain a review of the decision. The request for a review must be in writing and addressed to:

The requestor must provide an explanation or documentation that establishes the entry was made due to a mistaken identity or provide a reason(s) why he/she believes that at the time of titling, no credible information existed to indicate that the individual or business committed a crime for which they were titled.
