Maj. Gen. Todd B. McCaffrey assumed command of First Army Division East on June 28, 2016.

Maj. Gen. McCaffrey was commissioned an infantry officer following graduation from the United States Military Academy in 1986. He is a graduate of the Infantry Officer Basic and Advanced Courses, the Command and General Staff College and the United States Army War College. He holds master’s degrees in National Security Studies from the Army War College and in Economics from the Colorado School of Mines.

Maj. Gen. McCaffrey initially served with 1st Battalion, 87th Infantry at Fort Drum, N.Y. He commanded a rifle company at Schofield Barracks, Hawaii, in 1st Battalion, 14th Infantry, 25th Infantry Division and was the division commander’s aide-de-camp during Operation Uphold Democracy. Following graduate school, he was a battalion and then brigade operations officer in 2nd Brigade, 101st Airborne Division, followed by a joint tour at U.S. Special Operations Command, MacDill Air Force Base, Fla.

Maj. Gen. McCaffrey commanded 1st Battalion, 5th Infantry Regiment, 25th Infantry Division, at Fort Lewis, Wash., leading the battalion’s transformation into a Stryker Infantry Battalion and a combat deployment to Iraq. Following attendance at the Army War College, he returned to Schofield Barracks and the 25th Infantry Division, assuming command of 2nd Stryker Brigade Combat Team and leading it during the brigade's 15-month deployment to Baghdad, Iraq.

After brigade command, Maj. Gen. McCaffrey remained in Hawaii to be the Deputy Chief of Staff G-3/5/7, U.S. Army Pacific. Then, moving to the Pentagon, he served as Executive Officer to the Director of the Army Staff and two years as the Army's Director of Training. In 2013, he returned to Hawaii to serve sequential assignments as the 25th Infantry Division's Deputy Commanding General for Support and then for Operations; Chief of Staff, U.S. Army Pacific; and, most recently, as the Deputy Commanding General, U.S. Army Pacific.

Maj. Gen. McCaffrey has been awarded the Combat and Expert Infantry Badges, the Ranger tab, the Airborne and Air Assault Badges, and the Army Staff Badge. His other decorations include two awards of the Distinguished Service Medal, three awards of the Legion of Merit, three awards of the Bronze Star Medal, and the Valorous Unit Award.
