The Asia Pacific (APAC) Hand program is a Navy initiative to build and identify officers with regional understanding and confidence to inform decision makers.  The program’s varying levels are marked by incremental increases in graduate education and experience gained in select regionally focused billets.

Select officers will be required to acquire regional education en route a regionally coded billet if the educational requirements are not met.  Participation in the program is determined by coded billet requirements.

APAC Hands Lesson #1: The link is to a February 2015 USNI West 2015 panel entitled "Continuity and Change in the Indo-Asia Pacific: Commanders' Perspective."  The panel was hosted by Dr. Dave Finkelstein of the Center for Naval Analyses.  Its members were ADM Keating, VADM Crowder, and RADM McAneny; all had extensive command and operational experience in the PACOM AOR during their active duty years.  The video contains valuable thoughts and insights presented by three of the Navy community's proven leading experts in the region.  Note particularly -- beginning at time 57:30 -- the important  key Rule of International Relations vis-à-vis China, known as "The Susan Crowder Rule."  ("Be willing to say 'No' when it is time to say 'No'," yet do so in a way that does not close the door to future engagements.)
