Sgt. Maj. Quan enlisted in the U.S. Army in July 1987. He first enlisted as a Supply Specialist (76C) and later changed to Finance Specialist (73C). He completed Basic Training at Fort Leonard Wood, Missouri and finished Advance Individual Training at Fort Benjamin Harrison, Indiana.
Throughout his career, Sgt. Maj. Quan has served in a variety of positions from Squad Leader to Sergeant Major. He has worked in every financial management area, to include duties as: Operations Sergeant Major; First Sergeant; Finance Operations NCO; Detachment Sergeant; Chief, Military Pay; Deputy Finance Officer/Cash Control Officer; Financial Management Pay Manager; and Instructor/Writer. Additionally, he served on AC/RC duty, assigned to Fort Monroe, Virginia with duty at the 100th (IT) Division in Jackson, Mississippi.
Sgt. Maj. Quan's overseas assignments include: 266th Financial Management Center (BENELUX), SHAPE, Belgium; 106th Finance Battalion, Hohenfels and Vilseck, Germany; two tours with 177th Finance Battalion, Camp Casey, Republic of Korea. His stateside assignments include: 2/8 Field Artillery Battalion and 7th Finance Support Unit, Fort Ord, California; 230th Finance Battalion, Fort Carson, Colorado; 230th Finance Battalion, Fort Bliss, Texas, and 9th Financial Management Company, Fort Lewis, Washington. His most recent assignment was with the 4th Financial Management Support Unit (FMSU) at Fort Bliss, Texas as the 4th FMSU Sergeant Major.
His military education includes the Primary Leadership Development Course, Basic Noncommissioned Officer Course, Advance Noncommissioned Officer Course, The Enhanced Defense Financial Management Course, Total Army Instructor Course, Master Fitness Trainer Course, and the Sergeants Major Course (Class 62). His civilian education includes a Bachelor of Science degree from the University of Maryland University College and a Master of Business Administration degree from Excelsior College.
His awards and decorations include The Defense Meritorious Service Medal, the Meritorious Service Medal with four oak leaf cluster, the Army Commendation Medal with three oak leaf clusters, the Army Achievement Medal with five oak leaf clusters, eight Good Conduct Medals, two National Defense Service Medals, the Iraqi Campaign Medal, the Global War on Terrorism Expeditionary Medal, the Global War on Terrorism Service Medal, the Korean Defense Service Medal, the Armed Forces Service Medal, NCOES Ribbon (Numeral 4), the Army Service Ribbon, the Overseas Service Ribbon (Numeral 6), the NATO Medal (Macedonia), the U.S. Army Meritorious Unit Commendation, the U.S. Navy Unit Commendation Award, the Drivers Badge and the German Schuetzenschnur Badge (Bronze). He was also awarded the Major General Nathan Towson Medallion for his excellent leadership and service to the U.S. Army Finance Corps.
