He is responsible for overseeing the planning, designing, building, operation and maintenance of the state transportation system for the six-county Houston District. He has served as deputy district engineer for the Houston District since 2012.

The Houston District has the largest population, number of registered vehicles and vehicle miles traveled. It oversees the Green Ribbon Project, an innovative landscaping enhancement program, and Houston TranStar, the largest freeway traffic management systems in the United States.

Quincy began his career at TxDOT in Houston in 1985.  Quincy became area engineer for the Houston District’s East Harris Area Office in October 1997, where he administered many construction contracts including contracts to remove the Baytown tunnel and reconstruction of US 59/Spur 527. He then became the area engineer for the Southeast Harris Area Office in 2008, when the South and East Harris Area offices combined.

In May 2009, Quincy was selected as the district’s director of maintenance, where he oversaw completion of the John W. Johnson ferry and development of Houston District’s first performance-based routine maintenance contract. He also guided the maintenance sections through several challenging budget years.

In March 2012, he moved into the deputy district engineer position. Earlier this year, he joined the Strategic Projects Division as the director of the Houston Strategic Projects Office.
