The DON CIO is the Department of the Navy's Senior Military Component Official for the Freedom of Information Act (FOIA). FOIA laws give individuals the right to make requests for federal agency records. The DON CIO provides department policy and oversight to the Navy and USMC FOIA offices to ensure that requested records are made available, unless those records are protected from disclosure by specific FOIA exemptions. The goal of the DON is to create a cohesive and effective knowledge-sharing environment throughout the FOIA community using the latest technological tools while simultaneously safeguarding sensitive information in response to FOIA requests.

Disclosure accounting allows an individual to determine what agencies or persons have been provided information from the system of records about them, enables Department of the Navy activities to advise prior recipients of the system of records of any subsequent amendments or statements of dispute concerning the system of records, and provides an audit trail of the DON's compliance with the Privacy Act of 1974.
