1.0 Introduction

This subject area describes how an effective Community Relations and Public Involvement Program at an Office of Science (SC) facility helps the U.S. Department of Energy (DOE) earn and keep stakeholder trust. Public participation is a fundamental component of program operations, planning activities, and decision–making within DOE. Effective public participation and good community relations both rest on a foundation of positive personal relationships. DOE managers and staff are encouraged to build and nurture such relationships and ensure that decisions are made with the benefit of significant public perspectives. Community Relations and Public Involvement Programs will be tailored to meet specific site, stakeholder needs, and to reflect DOE mission and goals.

1. Establishing and Developing Relationships with Public and Private Sector Stakeholders

 

  • Identify stakeholders.
  • Identify key issues for stakeholders.
  • Communicate regularly with stakeholders.

2. Developing and Implementing a Public Involvement Plan

 

  • Identify issues, projects, etc., of public interest and DOE and SC facility mission and goals.
  • Create public involvement and communication plan.
  • Implement and periodically evaluate plan performance.

3. Conducting Public Activities

 

  • Notify appropriate parties.
  • Coordinate planning and implementing of activities.
  • Conduct performance evaluation.

4. Responding to Public Inquiries

 

  • Identify responding organization/individual.
  • Coordinate response draft with appropriate parties.
  • Notify interested organizations/individuals.

5. Establishing and Maintaining a Public Reading Room

 

  • Determine need and content of reading room.
  • Establish location.
  • Implement maintenance program.

6. Maintaining Information Security

 

  • Notify appropriate parties of inquiry.
  • Identify and coordinate response with decision-making authority.
  • Implement appropriate disposition.
