HUMAN RESOURCES OFFICES

HRSC Offices

In the Department of the Navy (DON), civilian human resources services are delivered by a variety of key Human Resources (HR) professionals located in offices at various levels in the Department's hierarchy. Technical direction which includes all HR policy and program guidance, processes, systems, automated tools, and operations comes from the Deputy Assistant Secretary of the Navy (DASN) (Civilian Human Resources) per SECNAVINST 12250.6. The DASN (CHR) is also the HR Community Manager and as such is responsible for establishment of HR competencies, career paths, professional development, manpower input, establishing and/or closing HR offices and satellite offices and adjudicating classification appeals.

Working in direct support of the DASN (CHR) is the Office of Civilian Human Resources (OCHR). The OCHR serves as the strategic advisor to the DASN (CHR), develops and administers HR policy and programs, establishes HR processes, maintains DON HR Systems and automated tools, and provides direction and oversight to the operational arm of the HR Community.

The Human Resources Service Centers (HRSC), Echelon III Naval Activities provide tactical civilian operations support services (e.g., hiring the entire civilian workforce) for the DON. The HRSCs are located across the U.S. to provide a host of HR services to commands and activities assigned to their geographic regions. Each HRSC also serves as a centralized provider of an HR function or program for the entire DON. Additionally, each HRSC Director serves as Account Executive for specific major commands providing technical support and advisory services on Command-wide HR initiatives.

HRSC Offices

The Director of Civilian Personnel Programs (DCPP) is the senior HR Manager in each Echelon I and each major command that serves as the strategic advisor to those in charge and serves as liaison to all key HR offices and staff. The DCPP office responsibilities are to provide command-wide HR program execution, oversight, and evaluation.

The Human Resources Offices (HROs) and satellite offices provide strategic HR advisory services (e.g., EEO, labor and employee relations, recruiting sources, strategic recruitment planning) and the administration of local HR programs.
