PATHWAYS PROGRAM

The new Pathways Program regulations were published on 11 May 2012 and became effective on 10 July 2012. The regulations outline the three programs of Pathways: the Internship, the Recent Graduate and the Presidential Management Fellows (PMF) Programs. The Internship and the Recent Graduates Programs offer current students and recent graduates entry level opportunities in the Federal government. The PMF Program is administered by OPM and offers opportunities to recent graduates with advanced degrees. The Department of the Navy (DON) had until 6 January 2013 to transition current student employees under the STEP and SCEP programs to the Pathways Internship program. All current Pathways opportunities in the DON can be found on USAJOBS.gov.

OPM issued Implementation and Transition guidance on the use of Pathways on 25 June 2012. The DoD and DON have issued additional guidance with agency specific information. For any Pathways related questions please email DONHRFAQ@navy.mil

STEP AND SCEP PROGRAMS

The Student Temporary Employment Program (STEP) and Student Career Experience Program (SCEP) programs were revoked upon the implementation of Pathways Programs 10 July 2012. All student opportunities now fall under the Pathways Authority.

APPRENTICESHIPS

The Department of the Navy offers apprenticeships—and the opportunity to gain licensing—to develop highly skilled civilian employees who perform a designated trade or craft, such as carpentry, welding, and scores of other occupations that are vital for reaching our mission objectives. These apprenticeships will also fall under the Pathways Authority as well as other authorities including Delegated Examining.
