Purpose: The Integrated Contractor Purchasing Team (ICPT) is established to : (1) aggressively pursue strategic sourcing opportunities that represent procurement leveraged spend that results in a lower total cost of ownership for DOE Complex-Wide Site and Facility Contractors; (2) provide long term strategies via an established Executive Steering Council, and individually Cross-Complex Procurement Teams; and (3) provide communication on strategic sourcing initiatives, marketing methodology and procurement related issues to the Site and Facility Contractor community via the ICPT Site Champions; and (4) provide opportunities to Small Businesses.
ICPT STRUCTURE
The ICPT will consist of an Executive Steering Council, Site Champions, and Cross-Complex Procurement Teams individually chartered as new commodities or services are accepted for strategic sourcing by the Steering Council.
EXECUTIVE STEERING COUNCIL shall:

Consist of a Chair and a Vice-Chair |

Appointed by the DOE/NNSA procurement Executives or designees |

Consist of representatives from a minimum of five (5) DOE/NNSA sites |
SITE CHAMPIONS shall:

Consist of purchasing professionals |

Be selected by the individual site Purchasing Manager |
CROSS-COMPLEX PROCUREMENT TEAMS shall:

Consist of purchasing and technical professionals from interested Site and Facility Contractors from across the DOE/NNSA Complex |
|
Be championed by a Steering Council member |
RESPONSIBILITIES AND AUTHORITIES
THE EXECUTIVE STEERING COUNCIL shall:

Identify the targets, goals and objectives of the ICPT |
|
Schedule ICPT meetings including teleconferences |
|
Meet annually |
|
Approve commodities/services, initiatives, subgroups, and designees for ICPT action items to meet the ICPT objectives |
|
Provide long-term strategies |
THE ICPT SITE CHAMPION shall:

Promote ICPT Agreements |
|
Serve as their site point of contact |
|
Provide data to the Executive Steering Council |
|
Participate on procurement teams |
|
Serve as the communication liaison between the Executive Steering Council and their site |
THE CROSS-COMPLEX PROCUREMENT TEAM shall:

Research targeted commodity/service areas |
|
Develop commodity/service acquisition strategy |
|
Negotiate/execute ICPT BOAs |
|
Participate in ICPT teleconferences/meetings as necessary |
|
