Captain Celia Horton
Medical Inspector General

Captain Horton, a native of Newport News, Virginia, is a graduate of James Madison University with a Bachelor of Science degree with majors in Biology and Medical Technology. She completed her clinical internship at the University Of Virginia School Of Medicine and holds a Master of Science Degree with Honors in Educational Leadership from Troy University.

She is board certified by the American Society of Clinical Pathology as a medical technologist and is also board certified in healthcare management as a Fellow of the American College of Healthcare Executives.  Prior to her commission on October 3, 1984, she served two years as a First Lieutenant in the 18th Field Hospital Army Reserve Unit, Norfolk, Virginia as the Laboratory Department Head. In December 1984, she completed Officer Indoctrination School at Newport, Rhode Island, and subsequently reported to the Naval Medical Center Portsmouth Virginia in January 1985, as the Hematology Division Officer in the Laboratory Department. In 1986, she served as the Laboratory Department Head at Naval Hospital Okinawa, Japan. In 1988, she served as the Program Director of the Advanced Medical Laboratory Technician “C” School at the Naval School of Health Sciences Bethesda, Maryland.  She served on the Board of Directors as the Director of Clinical Support Services at three commands to include the Naval Hospital Camp Lejeune, and Fleet Hospital Camp Lejeune from 1997 to 2001 and the National Naval Medical Center, Bethesda, Maryland from 2001 to 2003.  She served as the Executive Officer at Naval Hospital, Oak Harbor, Washington at NAS Whidbey Island from 2003 to 2006. She served as the Commanding Officer at the Naval Hospital Charleston, South Carolina from May 2006 to 2009. At the Bureau of Medicine and Surgery in Washington, D.C., she served as the Assistant Deputy Chief, Medical Operations, and later as the Executive Assistant to the Deputy Surgeon General.

Captain Horton’s military awards include the Legion of Merit Medal, the Meritorious Service Medal with two gold stars, the Navy and Marine Corps Commendation Medal with gold star, the Meritorious Unit Commendation Ribbon with three bronze stars, the National Defense Medal with bronze star, the Global War on Terrorism Service Medal, and the Navy and Marine Corps Overseas Service Ribbon with bronze star.

 


Stephen Sheehan

Steve is a native of Freehold, New Jersey.  He graduated from St. Michael’s College with a BA in Psychology and was commissioned a Second Lieutenant in the U.S. Marine Corps in December 1979.

As a company grade officer, he served in 1st Tank Bn where he deployed his platoon to the Western Pacific aboard the USS DULUTH (LPD-6) as part of the MEU’s ground combat element.   He was then assigned to recruiting duty, as the Officer Selection Officer, Fullerton, CA.

Following his attendance at the Army’s Armor Officer Advanced Course (where he graduated with distinction), he served with the 2d MARDIV as an assistant Inspector General, Commanding Officer, Company B; Commanding Officer AT-TOW Company; and Operations Officer, 2d Tank Battalion, Camp Lejeune, N.C.  He deployed with 2d Tank Battalion to Saudi Arabia and Kuwait in support of operations Desert Shield and Desert Storm.

His follow-on assignment was with the Tactical Exercise Evaluation and Control Group in 29 Palms, CA. During this tour, he taught maneuver and fire support coordination and evaluated live fire exercises.   He then commanded Company B, Officer Candidate School prior to attending the USMC Command and Staff College.  Following graduation, he was assigned to the Inspector General Office, US Atlantic Command.  He then served as the Operations Officer for the 3d Marine Division, Okinawa, Japan. Following this tour, he relocated to Bangkok, Thailand and assumed command of the Southwest Asia Region, Marine Security Guard Group. 

Upon return to CONUS, he was assigned to Headquarters Marine Corps as the Head, Military Policy Branch, Manpower Policy and Reserve Affairs.  He was promoted to Colonel during this assignment and was selected to attend the National War College, National Defense University.  Upon graduation, he was assigned to Joint Interagency Task Force South, in Key West, Florida, where he served as the Deputy Commander and Commander Task Group 4.1, responsible for executing Counter Narcoterrorism missions.

After retiring from the Marine Corps in September, 2005, he served as the Program Director for ARINC Inc, an Aerospace Systems Engineering company, with responsibilities for providing contract support to the Department of State’s counter narcoterrorism missions in Colombia, Mexico and other Latin American countries.

Prior to his current position as the Deputy MEDIG, he served as the Region Inspector General, Navy Region Southwest Asia, the Region Inspector General, Navy Region Marianas, and Oversight Branch Head for the Commander, Navy Installations Command Inspector General.

He holds a Masters in Military Studies, a Masters of Science in Management, and a Masters of Science in National Security Strategy.
