HRSA develops shortage designation criteria and uses them to decide whether or not a geographic area, population group or facility is a Health Professional Shortage Area or a Medically Underserved Area or Population.
HPSAs and MUA/Ps are created from collections of counties and sub-county geographic units; the HPSA and MUA/P Geographic Compilation Logic page describes in detail how the HRSA Data Warehouse creates the geographic boundaries from the business data.
Charts
Display high-level summary information about HRSA’s activities and can be used as a starting point for obtaining more detailed information.
The chart below shows the number of currently-designated HPSAs, by discipline. The criteria for designation varies from one discipline to another, and there is no intrinsic relationship between them: an area may be considered to have a shortage of practitioners in any or all of the disciplines independently.

NOTE: White colored counties indicate no designated shortage areas in the selected discipline.

Medically Underserved Areas (MUA) may be a whole county or a group of contiguous counties, a group of county or civil divisions or a group of urban census tracts in which residents have a shortage of personal health services. Medically Underserved Populations (MUPs) may include groups of persons who face economic, cultural or linguistic barriers to health care. The Shortage Designation Branch in the HRSA Bureau of Health Professions National Center for Health Workforce Analysis develops shortage designation criteria and uses them to decide whether or not a geographic area or population group is a Medically Underserved Area or Population.
