About Programs and Resources

Mission
The Programs & Resources Department (P&R) is the principal staff agency responsible for developing, defending and overseeing Marine Corps financial requirements, policies and programs in order to support the Commandant of the Marine Corps (CMC) in executing his Title 10 responsibilities as a service chief. The Deputy Commandant for Programs and Resources (DC P&R) serves as the principal advisor to the CMC on all financial matters and serves as CMC’s principal spokesperson on USMC program and budget matters throughout the Department of the Navy (DoN) and the Department of Defense (DoD).

Strategy
In support of the Marine Corps Master Plan goals and objectives, the Programs and Resources Department promotes the efficient management of assets and resources. Institutionalizing continuous business process improvements requires the identification of opportunities and the streamlining of processes, functions and capabilities. A climate that encourages initiative efficiency and cost effectiveness is imperative in an effort to improve.

Funding for the Department of Defense continues to decline, with little hope for reversing its current downward trend. In the face of increasingly constrained resources, it is imperative that the Marine Corps find ways to cut waste and operate efficiently with minimal physical, financial and human resources if we are to continue to be successful in "Making Marines and Winning Battles." We must vigorously pursue cost reduction initiatives, become more efficient and innovative, develop and implement better business practices, seek and create best value, and increase revenues, where applicable. Maintaining the status quo is grossly insufficient.
