MCSAP Program

The Motor Carrier Safety Assistance Program (MCSAP) is a Federal grant program that provides financial assistance to States to reduce the number and severity of crashes and hazardous materials incidents involving commercial motor vehicles (CMV). The goal of the MCSAP is to reduce CMV-involved crashes, fatalities, and injuries through consistent, uniform, and effective CMV safety programs. Investing grant monies in appropriate safety programs increases the likelihood that safety defects, driver deficiencies, and unsafe motor carrier practices are detected and corrected before they become contributing factors to crashes. The MCSAP Program area includes the following tools that can be used to assist states in developing and monitoring their Commercial Vehicle Safety Plan (CVSP).

Mini screen view of Data Dashboard The State Quarterly Report and CVSP Data Dashboard (Data Dashboard) is a tool that presents quarterly updated safety data to assist states with preparing their Motor Carrier Safety Assistance Program (MCSAP) Formula Grant Quarterly Reports and monitoring MCSAP-funded activities identified in their Commercial Vehicle Safety Plan (CVSP). Note: The Data Dashboard presents all safety data reported to FMCSA’s Motor Carrier Management Information System (MCMIS) regardless of the funding source.

The CVSP Toolkit provides FMCSA and State Enforcement Users the ability to customize data reports to assist in the development of their Commercial Vehicle Safety Plan (CVSP).
 



State Safety Performance Measures (SSPMs) icon of a small lock
The State Safety Performance Measures (SSPMs) is a tool designed to assist states with identifying commercial motor vehicle safety problem areas and corresponding safety objectives. Two measures have been developed: Domiciled Carrier Safety and Operating Carrier Safety. These measures are produced by aggregating carrier data in CSA 2010's Safety Measurement System (SMS) for the seven Behavior Analysis Safety Improvement Categories, or BASICs.
 



State Data Summary
The State Data Summary report provides an overview of select State safety data, including Active Carriers and Safety Measurement System (SMS) Summary results, large truck and bus crash involvements, Safety Programs data (i.e., roadside inspection, traffic enforcement, and reviews data), and additional information relating to the State Safety Data Quality (SSDQ) evaluation.
