Command Drug Testing

MEMORANDUM FOR SEE DISTRIBUTION

SUBJECT:  United States Army Garrison Humphreys Policy Letter #7, Command Drug Testing


1.  The proponency for this policy is the Army Substance Abuse Program Manager. 

2.  This policy is effective immediately.  It remains in effect until rescinded or superseded. 

3.  References.

     a.  Department of Defense Directive 1010.1, Military Personnel Drug Abuse Testing Program, 9 Dec 94.

     b.  AR 600-85, Army Substance Abuse Program (ASAP), 2 Feb 09.

4.  Purpose.  This policy applies to all military units and personnel assigned, attached, or OPCON to USAG Humphreys and implements command Drug/urinalysis testing program.

5.  General.  Army Policy requires drug testing to identify alcohol or drug abusers and provide them with appropriate counseling, rehabilitation or other medical treatment.  Testing also enables commanders to assess the security, military fitness, good order and discipline of their commands, and to take appropriate action.

6.  USAG Humphreys Drug Testing.

     a.  Battalion commanders must conduct weekly urinalysis testing of at least four (4)% of their Soldiers.  KATUSAs may be included in this testing.

     b.  Personnel must be selected at random and test will be announced no more than two hours in advance.

     c.  Commanders shall employ “Smart Testing.”  Examples of “smart testing” include: Varying test times and dates; Test in small groups or large groups; Test early in the morning; Use “double-back” testing (e.g. test unit X today, then repeat the test on the same unit shortly thereafter); Perform post deployment testing; Perform post block leave testing; Account for shift workers; Alcohol breath testing (e.g., perform alcohol breath testing concurrently with urinalysis collection); i.e. do the unexpected.

     d.  Legal prescription drug use for medical or surgical reasons does not excuse a Soldier from participating in the testing.

     e.  Educate Soldiers on the consequences of testing positive.  Advise every Soldier that illegal drug use or the abuse of prescription drugs is incompatible with military service and that a personal decision to avoid drug abuse benefits them and unit readiness.

     f.  Refer all suspected or identified drug and/or alcohol abusers to the Army Substance Abuse Program.  All individuals with urine positives must be referred to the Army Substance Abuse Program for initial screening.

     g.  Contact the USAG Humphreys and Area III Army Substance Abuse Progam Prevention Coordinator to schedule professional alcohol and drug abuse prevention training and to obtain timely, professional assistance in building first rate unit programs.
