Silver Level Authorized Trainers

The following Authorized Trainers received Silver Level recognition in the CDP Exellence in Training program for fiscal year 2011:

Paul Carr; Disaster Preparedness Specialist; Milpitas, CA
Paul Carr grew up Dublin, Ireland. He served 21 years in the US military. Throughout his career, he has served as a U.S. Army Airborne Ranger with numerous duty assignments including Special Operations Team Leader; West Point, USMA instructor; and a Drill Sergeant having trained over 1,000 soldiers for combat. His deployments include South America, Europe, Southwest Asia, North Africa and the present Global War on Terrorism. He retired from the US Army on July 31, 2007.

Mr. Carr’s specialized training includes: Weapons of Mass Destruction (WMD) and Hazardous Materials Technician courses (Department of Homeland Security); Terrorism Liaison Officers course (CA Office of Emergency Services); Counterterrorism course (FBI); and Threat and Risk Assessment course (Texas A & M). He has trained over 5,000 security officers, hospital administration, and health care professionals in several states. He has provided technical support for “Urban Shield,” the Law Enforcement Tactical Team competition (hosted by Alameda County Sheriff Oakland, CA) since its inception.

Mr. Carr is currently contracted as a Disaster Preparedness Specialist for Kaiser Permanente. His duties include: WMD Trainer and Kaiser Permanente National Facilities Service Crisis Management Team Coordinator, and Terrorism Liaison Officer. He is currently employed by Securitas Security Services USA, Inc.

Anthony Cellitti; Rockford Health System; Rockford, IL
Anthony N. Cellitti, CCEMTP/NREMT-P/FF III is the EMS System Coordinator for Rock River Region EMS System – Rockford Health System and a fire fighter III for Northwest Fire Protection District both in Rockford, Ill. Mr. Cellitti is a recognized speaker nationally and internationally, having lectured not only in the United States, but also in Europe, Japan, South Africa, Saudi Arabia, Mexico, and Canada.  His topics range from pre-hospital emergency care, first response extrication, Incident Command, triage, 12-lead ECG’s, and disaster planning. He has been involved in EMS / Fire service for over 25 years

David Popoff; Texas Division of Emergency Management; Austin, TX
Mr. Popoff is the Regional Liaison Officer-Field Response, tasked with liaison duties with local and state senior government officials. He has responded to every Texas disaster since 2007, serving as liaison officer on incident management teams. Mr. Popoff is also the lead instructor for TDEM, delivering NIMS and ICS courses. He also coordinated the effort to create Texas Department of Public Safety Region 2 (Houston/Galveston) Terrorism and Significant Criminal Attack Plan. Mr. Popoff has previously been a Fire Marshal and Deputy Emergency Management Coordinator for the cities of Marble Falls and Stafford; a Texas Forest Service firefighter, crew boss, and instructor; and, a patrol deputy, fire investigator, and hazardous materials officer for the Galveston County Sheriff Department.

Steve Scruggs; Wolf Creek Rural Fire Protection District; Williams, OR
Steve E. Scruggs is the Fire Chief /CEO of the Wolf Creek Rural Fire Protection District and is responsible for delivering 911 Fire and EMS services to 850 citizens within a 32 square mile special district which includes 15 miles of the Interstate 5 corridor in Southern Oregon. Chief Scruggs also serves as the CEO for Pacific Northwest Medical Training Services since 1996 providing AHA courses in BLS, ACLS, PALS, PEARS and NIMS courses to Fire and EMS agencies throughout Oregon. He has 17 years as a Field Paramedic and currently serves as an FTO and DRT Strike Team Leader for American Medical Response. Chief Scruggs was awarded the State of Oregon EMS Community Service Award in 2010.

Brian Young; St. Louis Metropolitan Police; St. Louis, MO
Sgt. Young has been with the St. Louis Metropolitan Police Department since 1990 and has been active in the Emergency Management field since 1993.

He has served in a variety of positions within the Police Department, including the Bureau of Community Policing, Traffic Safety Division, Operational Planning and Emergency Management Units. Over the years, he has participated in planning for special events, such as the 1999 Papal Visit to St. Louis, 2004 Presidential Debates at Washington University and 2004 & 2006 World Series. 

He began instructing courses on Incident Command and hazardous materials in 1998. As the focus on terrorism became more prevalent in 1999 and 2000, he began training and instructing those courses as well. In 2004 he became a certified instructor for the Center for Domestic Preparedness by successful completion of the ITC program. 

Since that time, he adopted the Law Enforcement Protective Measures program for the Police Department, training all 1400 commissioned personnel in WMD preparedness and response. He has incorporated the issuance of Level C personal protective equipment to all Sergeants and Police Officers into the LEPM program to provide both the knowledge of CBRNE hazards and the skill set of personal protection for all personnel. He is now creating a workshop incorporating personal protective gear into a live firearms curriculum, providing an additional skill set to the officers of the SLMPD.
